City of Kemp City Hall 1. Purpose
The City of Kemp maintains social media platforms to provide official city news, updates, and public information.

These pages are limited public forums and are subject to content moderation in accordance with this policy.

• Discriminatory remarks based on race, gender, religion, disability, or other protected status
• Spam, advertisements, or unauthorized promotions
• Content that violates privacy laws or discloses personal information (e.g., home addresses, phone numbers)
• Illegal activity, incitement to violence, or threats to public safety
• Off-topic or irrelevant content not related to the city’s purpose

4. Comment Moderation & Enforcement
• Comments violating this policy may be hidden or removed without notice.
• Repeated violations may result in user restrictions or bans from the City of Kemp’s social media pages.
• Posts reported to Facebook for violating their Community Standards may be removed by the platform.
• The City of Kemp will document and retain records of removed content for transparency.

5. First Amendment Considerations
• Comments will not be removed solely for being critical of the city, its officials, or employees, provided they do not violate this policy.
• Moderation decisions must be content-neutral and applied equally to all users.

6. Reporting Violations
If you believe a comment violates this policy, please contact City Hall at 903-498-3191 to request a review.

Stage 3 Drought Restrictions Effective Immediately

The City of Kemp is enforcing Stage 3: Severe Water Shortage Conditions of our Drought Contingency plan. Violations for not following conditions could result in fines up to $500 per violation, per day. Enforcement will include nights and weekends


DESIGNATED WATERING DAYS
Commercial Accounts - Tuesdays
Residential customers with address ending with EVEN number - Wednesday
Residential customers with address ending with ODD number - Thursday
Irrigation of landscaped areas shall be limited to one day per week watering days between the hours of 6:00 AM and 10:00AM and between 8:00PM to 12 midnight and shall be by means of hand-held hoses, hand-held buckets, drip irrigation, or permanently installed automatic sprinkler system only.

Update: Temporary repairs were completed at 9:55 AM. Water pressure in affected areas will return to normal shortly.

Residents in the areas of W. 14th, W. 17th, Tolosa Rd., S. Commerce, and the north side may experience low water pressure while crews repair a leak. Thank you for your patience.

Water Treatment Update from the City of Kemp

The City of Kemp has completed the annual Free Chlorine conversion in July and has now returned to our normal water treatment process using Mono-Chloramines and Sodium Permanganate.

As we make this transition, some residents may notice a slight tint or change in the color of their water for a short time. This is expected.

Another factor is that Cedar Creek Reservoir is currently about 3.89 feet below its conservation level. Since the City’s water intake is located on the shallow end of the reservoir, the water reaching our treatment plant isn’t as clear as usual. To ensure your water continues to meet quality standards, we are using more sodium permanganate during treatment, which can temporarily cause a slight tint.

The good news is that your water remains safe to use. This is only a temporary change in appearance and does not affect the safety of the water.

We appreciate your patience and understanding. If you have any questions, please feel free to reach out to City Hall or the Water Department.

The City of Kemp is aware that some customers are experiencing a temporary yellowish tint in their water. This discoloration is a normal result of the City’s temporary transition to free chlorine, which is being used to help sanitize the water distribution system.

To help clear the discoloration as quickly as possible, City crews have begun flushing the water distribution system. The water remains safe to use and meets all applicable drinking water standards. We appreciate your patience as this routine maintenance is completed.
