Weather Watch: Hurricane Lowell, Hurricane Karina

09/02/26 - The Pacific Missile Range Facility continues to monitor weather forecasts from Hurricane Lowell and Hurricane Karina as they track across the pacific. According to the National Weather Service, Lowell is forecast to pass south of the Hawaiian Islands before making a sharp turn to the north on Sunday. Forecasters suspect that a northward turn could bring the system closer to Kauaʻi. Rising swell from Hurricane Lowell is expected along south-facing shores Thursday into Friday, with surf possibly reaching advisory levels. Increased swells from Hurricane Karina are expected to arrive along east-facing shores over the weekend, and a larger south swell from Lowell could arrive early next week. The County of Kauai advises all beachgoers, swimmers, surfers, and boaters to use caution, heed all posted warnings, and check with a lifeguard before entering the water.

All personnel should continue monitoring official weather updates and be prepared to take necessary action if conditions worsen.

The Kinikini ditch fishing area, which is normally open evenings and weekends, will be:
OPEN starting the evening of Thursday Sep 3. through the morning of Tuesday Sep 8.

PMRF"s Commanding Officer, Captain Robert Prince met with the Department of Hawaiian Homelands Chairman, Kali Watson and his staff yesterday for a briefing on the PMRF KPGO RE Environmental Impact Statement (EIS) and discussed continued partnership and shared priorities.

The visit focused on ensuring common understanding of the EIS process, including key considerations of land use and discussed areas of mutual interest. PMRF personnel also presented updates from its cultural, historical and natural resources programs.

This meeting reflects the importance of open communication with stakeholders and PMRF’s commitment to maintaining a productive dialogue with our state partners.

We appreciate the opportunity to host these important discussions and remain committed to aligning shared priorities that support our community, mission and continued efforts of our environmental and cultural programs at PMRF.

PMRF tested its force protection readiness during a simulated active-shooter drill on installation as part of Exercise Citadel Pacific 26.

In addition to training and assessing our Security Force's response this evolution gave Barking Sands Fire and Emergency Services, as well as our Emergency Operations Center personnel, an opportunity to hone their skills in emergency response.

The annual operational exercise is designed to enhance the readiness and capability of the installation to respond to internal or external threats. Exercise CP26 is not in response to any specific threat, but is a regularly scheduled exercise. Today's evolution was one of many training opportunites under CP26 from Aug. 24 to Aug. 28.

PMRF, DLNR partnership awarded $4.73mil to support Kaua`i watershed protection and strengthen readiness

PACIFIC MISSILE RANGE FACILITY, Kaua`i, Hawaii — The U.S. Navy’s Pacific Missile Range Facility (PMRF) has secured $4,730,382 in Fiscal Year 2026 funding through the Department of Defense's Readiness and Environmental Protection Integration (REPI) Program to expand ecosystem restoration, wildfire resilience, and watershed protection efforts that support military readiness and benefit surrounding West Kaua`i landscapes. The funding is provided through a cooperative agreement between Naval Facilities Engineering Systems Command Pacific (NAVFAC Pacific) and the Hawaiʻi Department of Land and Natural Resources’ (DLNR), Division of Forestry and Wildlife (DOFAW).

"This investment reflects the U.S. Navy's continued commitment to protecting both our mission and the natural resources that make Kaua`i unique," said Captain Robert Prince, commanding officer at Pacific Missile Range Facility. "By working alongside our conservation partners, we are improving the resilience of the landscape surrounding PMRF while ensuring the installation remains ready to support national defense for decades to come."

The project funding will support DLNR conservation projects, including the Nā Pali-Kona Forest Reserve and Puʻu Ka Pele Forest Reserve and has contributed towards the purchase of firefighting equipment and a base yard to stage wildfire fighting vehicles and supplies to significantly reduce wildfire response times. Planned work for FY26 includes approximately 5 miles of strategic fuel breaks and 15 acres of forest thinning. In total, this project will help to conserve approximately 33,125 acres of adjacent lands that protect critical watersheds, improve habitat, and reduce environmental risks that may affect operations.

PMRF kicked off Exercise Citadel Pacific 2026 with a table top exercise focused on force protection for the installation.

Pacific Missile Range Facility (PMRF) Barking Sands will participate in Exercise Citadel Pacific 2026 from Aug. 24 to 28, an annual force protection exercise designed to test the readiness of Navy security forces against internal or external threats. The exercise, conducted by Commander, Navy Installations Command, is not a response to any specific threat, but a regularly scheduled evaluation integral to maintaining the Navy's overall level of security readiness.

Exercising our personnel in response to varying realistic threats enhances our personal and force-wide readiness. The exercise tests information dissemination, individual response plans, security force response, and our ability to coordinate with local emergency responders and the community.

PACIFIC MISSLE RANGE FACILITY, Kekaha, Hawai`i - The Navy and NASA encourage the public to view the NEPA version of the Final EIS and HEPA version (showing changes from Draft to Final) of the Final EIS.

The Final EIS analyzed the potential environmental effects of the Proposed Action and alternatives, including the No Action Alternative. The Final EIS satisfies both federal and State of Hawai‘i requirements and provides the necessary analyses to allow the Navy, NASA, and the Board of Land and Natural Resources to consider the environmental effects of the Proposed Action as part of their decision making.

The Pacific Missile Range Facility continues to monitor Tropical Depression Two-C, which is forecast to track south of the Hawaiian Islands from late Saturday through Monday. While the system is expected to remain south of Kauaʻi, increased winds and rain are possible across the state. Rainfall totals of 1 to 3 inches are currently forecast, with isolated higher amounts possible. Winds are expected to increase beginning Saturday into Sunday as rain chances are expected to increase Sunday night into Monday. Impacts are expected to be flash flooding from heavy rainfall, and potential for wind damage from strong trade winds enhanced by terrain. The island-wide brown water advisory for Kauaʻi has been canceled, but brown water advisories have been issued for Waimea Recreational Pier, Kōloa Landing, Hanamāulu Beach, and Niumalu Beach.
