On November 3, Kasson-Mantorville School voters will be asked to support a $500 per pupil operating levy to support the day-to-day operations of the school district.

The operating levy question you will see on the ballot is the following:

The board of Independent School District No. 204 (Kasson-Mantorville), Minnesota, has proposed to increase the School District’s referendum revenue by $500 per pupil, subject to an annual increase at the rate of inflation. The proposed new referendum revenue authorization would be first levied in 2026 for taxes payable in 2027 and applicable for ten (10) years unless otherwise revoked or reduced as provided by law.

If the operating levy referendum is not approved by voters, the school board will need to reduce operating expenses. This will impact students and their learning experience. Reductions will come from:

~Reduction of staff positions

~Increasing class size

~Reducing program, school, and department budgets

~Eliminating course offerings, co-curricular activities

~Changing transportation services

How has the State Funding Formula impacted the District’s budget? The largest portion of this funding comes from the Basic General Education Formula. This formula has not kept up with inflation, resulting in School districts receiving 19% less per student than they did more than 20 years ago. On November 3, Kasson-Mantorville School voters will be asked to support a $500 per pupil operating levy to support the day-to-day operations of the school district.

The District has looked carefully at all expenses before turning to taxpayers for additional support. They have already made the following reductions to address the budget challenge:

Aligned teaching & support staff positions to enrollment

Reduced non-student facing positions

Increased class sizes

Reduced department and building budgets

Delayed maintenance project and facility updates

Delayed curriculum, technology, and bus purchases

Restructured administrative positions

Funds from an operating levy will help K-M continue providing
high-quality learning experiences for students, including:

Career and Technical Education courses including the trades, agricultural programs, small engine, and autos

Project-based learning in Science, Technology, Engineering, Math (STEM)

Student support services for students who have difficulty learning

Music and Fine Arts offerings

Co-curricular activities to enhance the classroom experience
