Hawaii Operating Engineers Industry Stabilization Fund Our Purpose is to fully represent the interests of the Operating Engineers Local Union No. 3 and Hawaii's Leading Contractors.

The Hawaii Operating Engineers Industry Stabilization Fund (HOEISF) is a non-profit organization established by Labor and Management to monitor compliance of city, state, and federally funded construction contracts, including but not limited to the Federal Davis-Bacon Act and HRS, Chapter 104. It is our intention, by assuring compliance with the law, to create an atmosphere of fair, compoetitive and safe contracting for the benefit of the entire construction industry.

HURRICANE LOWELL FLOOD ASSISTANCE

As a member of Local 3, you may be eligible to receive emergency assistance from the AFL-CIO H.E.L.P. Program.

Contact your local union agent and provide the information below:

1. How were you affected?
Provide a detailed description of how Lowell affected you. (e.g. Flooded, significant damage, home deemed unsafe, displaced from home, lost essential items, etc.)

2. What are your immediate needs?
-Food/Drinking Water
-Clothing, Cleaning Supplies
-Temp Housing, Rent, Utilities
-Transportation
-Volunteers

The awards of Assistance will be handled by the AFL-CIO and will be prioritized based on impact severity while funds are available

Please submit your requests to your local union agent or representative by TUESDAY, SEPTEMBER 29, 2026
