The City and County of Honolulu Department of Environmental Services (ENV) will be relocating blue recycling carts currently stationed at the Waialua Corporation Yard to the Kawailoa Transfer Station beginning this week.

The carts will be removed from the Waialua Corporation Yarad at 62-126 Emerson Road in Haleʻiwa on Thursday, June 18, and relocated to the Kawailoa Transfer Station at 62-180 Kawailoa Road, Haleʻiwa on Friday, June 19.

The move consolidates recycling resources at a staffed, monitored facility, helping to reduce cart contamination and deter illegal dumping. Residents looking to drop off recyclables are encouraged to visit the Kawailoa Transfer Station going forward.

Starting July 1, Oʻahu sewer fees will change, but residents have options to help manage costs.

The Department of Environmental Services, Board of Water Supply and Mayor Rick Blangiardi are encouraging residents to conserve water, apply for available assistance programs and take advantage of double rebates on water-efficient appliances.

Programs available include:
💧 Up to $240 in annual sewer bill credits through the CARES Program
💧 Double rebates on water-efficient toilets, washers and other fixtures
💧 Savings through reduced water use under the new rate structure

💧 Use Less, Pay Less

Starting July 1, sewer rates are changing. The new rate structure is designed to encourage water conservation by giving residents more control over their sewer bill.

Under the new system, customers who use less water may pay less for sewer service. To help residents save, the City is also expanding access to programs and resources that support water conservation.

3 Ways to Save:
🔹 Conserve Water – The less water you use, the more you can save.
🔹 Apply for the ENV CARES Program – Income-qualified households may receive up to $240 per year in sewer bill credits.
🔹 Take Advantage of Appliance Rebates – Double rebates are available for qualifying water-efficient toilets and clothes washers through a partnership with the Board of Water Supply.

Happy Aloha Friday! 🌺

Nestled between Waialua and Haleʻiwa on Oʻahu’s North Shore, the Paʻalaʻa Kai Wastewater Treatment Plant plays a vital role in protecting the health of the community and the surrounding environment.

Using the activated sludge process, wastewater is treated with the help of naturally occurring microorganisms that break down and remove contaminants. As the water moves through the treatment process, solids settle out and treated effluent is prepared for safe discharge in accordance with environmental regulations.

While often out of sight, facilities like Paʻalaʻa Kai play an essential role in keeping our communities and environment healthy every day.

While City offices will be closed in observance of the holiday, all convenience centers and transfer stations will be open during regular hours, and trash collection services will operate as scheduled.

It was standing room only at a townhall Tuesday night organized by City Councilmember Augie Tulba and the Department of Environmental Services to discuss a proposed Ewa Beach Sewer Improvement District at Kaimiloa Elementary.

Over 120 community members showed up to hear about the City’s proposal to convert 976 residences with cesspools to city sewer. The City has roughly $83 million budgeted to pay for the project-- if residents and City Council are in favor of it. This proposed project is part of ENV’s effort to support State Law (Act 125) requiring all residents with cesspools (statewide) to convert to septic or sewer by 2050.
