41st District Service Office of State Representative Julie M. Rogers To provide residents with a nonpartisan voice, assistance, education and results in navigating govt. 1. Ombudsman. Organizational Resources. In addition, Rep.

DSO staff provide the services of a community ombudsman, assisting individuals as they work their way through the myriad of local and state governmental agencies. Office staff is also available for direct services, i.e. assisting people in filing property tax and home heating credits.
2. The DSO provides assistance to individuals or groups who seek to voice their concerns more effectively to local

and state officials.
3. Legislative Information Center. The DSO seeks citizen reaction to pending legislation, keeps citizens informed of day-to-day occurrences in state government and provides information on access to legislative research (www.legislature.mi.gov) in connection with specific bills. Julie Rogers sends out a monthly e-newsletter updating constituents on the work of the legislature. If you do not receive it and would like to, please call Tammy at (269) 382-4676.
4. Agency Resource. The DSO serves as a resource and provides assistance to governmental and public assistance agencies, including local emergency servicesโ€™ organizations. In addition, the DSO provides numerous publications which are available to constituents at no cost.
5. Referral Services. The DSO provides a referral service to other agencies: local, state, federal, public and private for 41st District constituents.

In preparation for a potential heat event on Wednesday, June 10, the City of Kalamazoo Emergency Management has been coordinating with local community partners to identify cooling centers that will be available should the forecasted heat index exceed 100 degrees.

If extreme heat conditions develop as currently forecasted, residents and visitors seeking relief from the heat are encouraged to utilize the following cooling shelters or centers during their operating hours:

If the heat index reaches 100 degrees on Wednesday, the City of Kalamazoo will open several designated fire hydrants to help provide relief from the extreme heat. The locations of these hydrants will be announced tomorrow if the forecast remains unchanged. For safety reasons, residents should never attempt to open a fire hydrant themselves. Unauthorized use can negatively impact water pressure throughout the area, potentially compromising firefighting operations and public safety in the event of a fire emergency.

Public hydration stations are also available at MLK Park, Bronson Park, and Southside Park.

When temperatures and humidity are high, remember to stay hydrated, limit strenuous outdoor activity, wear lightweight clothing, and check on family members, neighbors, and others who may be vulnerable to heat-related illness.

The City of Kalamazoo has declared a local state of emergency
following widespread damage and property loss caused by prolonged rainfall, saturated soil, elevated river and creek levels, and ongoing flooding conditions.

Numerous homes throughout Kalamazoo have experienced basement flooding and water intrusion due to abnormally high groundwater levels. Localized street and infrastructure flooding have also occurred in several areas. The Kalamazoo Department of Public Safety, and crews from the Kalamazoo Department of Public Services are actively deployed across the city assisting impacted residents. Additional rainfall is forecasted, and increased flow rates from the Kalamazoo River are expected to further elevate groundwater levels and worsen flooding conditions, including the potential for additional damage to public infrastructure.

Kalamazoo residents are strongly encouraged to check their basements and homes for signs of flooding or water intrusion. If flooding is identified, residents are asked to report it using the Cityโ€™s self-reporting survey at the following link:

This reporting tool feeds directly to Kalamazoo Emergency Management and helps the City assess impacts and allocate resources effectively.

To assist residents in protecting their homes, Public Services is establishing sandbag distribution sites at the following locations:

โ€ข Northside Association for Community Development (NACD)
โ€ข Douglass Community Association
โ€ข Edison Neighborhood Association

Residents may obtain free sandbags to help mitigate water intrusion, particularly around basement entry points and foundation cracks. Public Services projects that the sandbag distribution sites will be open by 2 p.m. today, April 17, 2026.

Additionally, the Michigan State Police Homeland Security and Emergency Management Division is coordinating the distribution of cleanup kits for affected residents. Individuals in need of cleanup supplies should call 211 to request assistance.

City of Kalamazoo officials continue to monitor conditions closely and will provide updates as necessary. Residents are urged to remain vigilant and take proactive steps to protect their property. Today we dropped off pack n plays, breast pumps, baby clothes and a stroller for the NAACP-Metropolitan Kalamazoo Branch community baby shower.
