Texas Senate passes Constitutional Carry today. No permit (LTC) required to carry a handgun.
So for clarification this is the simple text of the bill:
(R) HB 1927
Relating to provisions governing the carrying of a firearm by a person who is 21 years of age or older and not otherwise prohibited by state or federal law from possessing the firearm and to other provisions related to the carrying, possessing, transporting, or storing of a firearm or other weapon; creating criminal offenses.

There are some detailed provisions for example: stiffer penalties for someone NOT legally allowed to own a firearm being in possession. It doesn't change where legal carry is allowed. 30.06 (possession of a firearm not allowed on these premises) still applies.
Still need the permit to carry via reciprocity in other states.
