The Joplin Complete Streets Committee is holding a kick-off presentation for JATSO’s Active Transportation/Bicycle and Pedestrian Transportation Plan Updates. The meeting will be held at 1:30pm at the Joplin City Hall, 602 S. Main, in the 5th floor study. The presentation will identify the project’s objectives, planned public engagement activities, schedule, milestones, and deliverables. Please help shape the vision for Active Transportation Projects by attended this meeting. If you can’t attend this meeting, don’t worry, there will be other public engagement opportunities during this project.

JATSO rides the Tour de Llama! 160 riders from Missouri, Arkansas, and Oklahoma enjoyed a great ride through Joplin city streets and the Frisco Greenway Trail in search of coffee. JATSO staff was able to network with biking enthusiasts from everywhere and gather valuable information for improving Joplin’s bike network. It’s important for JATSO to attend public engagement events, like the Tour de Llama, and learn what works in other locations, what’s working on our trails, and what parts of our system could use improvement.

MOmentum Bike Park’s Grand Launch Party set for Saturday, May 2

Bring your family, bicycles, and helmets to MOmentum Bike Park on May 2, and celebrate the Grand Launch Party of our new park!

This opening event is a day packed with energy and entertainment. Plans include friendly competitions, exciting races, and demonstrations by experienced riders showcasing the track's features. A live DJ will create an upbeat atmosphere while guests enjoy food trucks and vendor booths focused on the fun, active lifestyle of biking. Guests can also enter for giveaways and talk with bike specialists about the sport for themselves and their families.

Whether you’re riding, watching, or just enjoying the atmosphere, this event promises something for everyone. Event hours are 10 a.m. to 4 p.m. There will also be opportunities for

· Free helmet fittings

· Free kid bike helmet giveaways

· Pit zone & bike repair station

Located at 601 Adventure Lane in Joplin, the park’s main entrance is on Lone Elm Road, just south of Zora Avenue. Event parking will overflow on the west side of Lone Elm, across from the Bike Park entrance.

Registration for various events will be announced soon. Vendors and non-profits can register for booth space now by submitting a completed registration packet to the Joplin Parks & Recreation office, located at 3301 W. 1st St. They can also call the Complex at 417-625-4750 for more information.

MoDOT: Forward 44: Joplin Improvements Project in Joplin, Focus of Public Meeting Thursday, March 26

Joplin, Newton County – Those interested in the Forward 44: Joplin Improvements Project in Joplin are invited to a public meeting on Thursday, March 26, the Missouri Department of Transportation said.

The come-and-go style meeting will be held 4:30 – 6 p.m., Thursday, March 26, at the Joplin Public Library, 1901 E 20th St, Joplin. No formal presentation is planned. Those who attend may come at any time between 4:30 p.m. and 6 p.m. to learn about the project, ask questions, and leave comments.

Those unable to attend the in-person meeting can view exhibits and obtain project information at https://www.modot.org/forward44. Comments on this project can be mailed in, emailed, or submitted online through the project website until Thursday, April 9.

MoDOT is committed to providing access to this event for all participants. If you need a reasonable accommodation or translation services, please contact Southwest District Communications at 417.895.7600 by March 19. For those unable to access the online meeting, contact MoDOT’s Southwest District Office, and accommodations will be made to share the information and gather feedback.

Project Summary:

Replace pavement and widen I-44 to 6 lanes between Missouri Route 43 (Main Street) and Loop 49 (Range Line Road)
Additional lanes will be installed in the median
The City of Joplin will install a new culvert under I-44 at Spring Creek
Traffic Impacts:

Narrowed lanes, traffic shifts on I-44
I-44 will maintain two lanes of traffic in each direction, except for short-duration closures during nighttime hours
I-44 ramp closures
During higher traffic volume, drivers can expect delays
Drivers urged to use alternate routes during construction to avoid the work zone
Electronic message boards and news releases will notify the public of traffic impacts
Check MoDOT’s Traveler Information Map for road closures/traffic impacts
Proposed construction is scheduled for Spring 2027.

The estimated project cost is $25.1 million.

The proposed project is scheduled for completion Winter 2028.

SUBJECT: JATSO seeking public comments on FY2026-2029 TIP Amendment 3

The Joplin Area Transportation Study Organization (JATSO) is seeking a 7-day public comment period for an amendment to the 2026-2029 Transportation Improvement Program (TIP). The TIP contains transportation and transit projects in the Joplin Metropolitan Area that are partially funded by Federal transportation programs, or are regionally significant, over a four-year period.

The proposed TIP Amendment 3 containing one (1) new project (15HS-26), and the removal of one (1) project (41HS-24) was requested by the Missouri Department of Transportation (MoDOT). The new project to be added is to add lanes on I-44 from Main Street to Range Line in Joplin.

REQUEST FOR PROPOSALS

The City of Joplin, Missouri will accept sealed proposals until 10:00 A.M., Friday, February 13, 2026, at the Joplin Planning offices located at 602 S. Main Street, 4th Floor, Joplin, Missouri, 64801 for the following:

PROFESSIONAL PLANNING SERVICES TO PREPARE JATSO’S ACTIVE TRANSPORTATION AND BICYCLE & PEDESTRIAN TRANSPORTATION PLAN UPDATES

A detailed Request for Proposals (RFP) information packet including general information, scope of work, requested services, submittal requirements, and evaluation process is available on the City’s website at www.joplinmo.org. In the “Search” field, type in “Bid Information,” then select “Current Bid and RFP Information.” Any RFP Addendums or Clarifications will be posted to this same location.

If there are any questions pertaining to this RFP, please contact Robert Lolley at 417- 624-0820, extension 1514 or by email at [email protected]. Any proposals received after the specified deadline will be returned to the vendor.

The City reserves the right to evaluate all proposals, to reject any or all proposals and solicit again at a later date. The City may waive any irregularities in the proposal or negotiate variances from specifications, and make awards that are in the best interests of the City. There will be a public meeting of the Joplin Area Transportation Study Organization (JATSO) Policy Board on Thursday, January 15th at 1:30 p.m. in the Joplin City Hall 5th Floor Study, 602 South Main Street, Joplin, Missouri. The agenda includes the adoption of MoDOT Statewide Safety Targets, approval of FY2026-2029 TIP Amendment 2, approval of the Metropolitan Transportation Plan (MTP), approval of JATSO’s Letter of Support for a Statewide Active Transportation Plan, and discussion of a request to change JATSO’s TIP Amendment and Administrative Change definitions.
