Just because that street has been plowed once or twice, does not mean that the plows will not be by again. Do not move your snow onto the streets. This is absolutely ridiculous, lazy, disrespectful, and illegal!!!! A few of us went down and tried to clean this up a bit tonight. I do have pictures of some names of the ones that were on the ground. I don't care if this did not get picked up regularly like it was supposed to. This is illegal dumping!!! I also retrieved several items that were not cardboard. This has been an ongoing issue. If I had a say in the future of these bins, they would be gone!!!

Starting TODAY: Iowa moves from warning to enforcement - hands‑free only while driving. Law Enforcement may now issue citations for any use of electronic devices while driving unless the device is used hands-free.

Fireworks Use During New Years

Under Iowa law, the use of fireworks is allowed from 9:00 am on December 31 to 12:30 am on January 1. This law is statewide and therefore applies to each city in Buchanan County as well as all of rural Buchanan County. The use of fireworks outside of these authorized time periods may be illegal and local city/county ordinances will be enforced. In city limits, check with your City Hall if you have questions regarding local fireworks ordinances.

The use of fireworks is still restricted to private property or property where consent has been granted. Fireworks are generally prohibited on public property such as parks, streets and trails, even during the permitted times. State laws regulating the use of fireworks, like restrictions on sales to minors or the use of large display fireworks without permits, still apply.

Keep safety in mind! Fireworks are best handled by professionals. If you choose to use fireworks:

- Please obey ALL laws and local regulations.
- Use fireworks outdoors and in a clear area.
- Keep children and pets at a safe distance.
- Have a fire extinguisher or source of water nearby.
- Dispose of used fireworks by soaking in water first.
- Avoid alcohol before and when using fireworks.
- Never attempt to relight malfunctioning fireworks.
- Cease all use of fireworks when the timeframe allowed by law ends.

Please be considerate of your neighbors (such as elderly and veterans) and reach out to them beforehand about your fireworks plans.

City Officials understand that "TP-ing" (using toilet paper to decorate homes, trees, or other structures) has been a longstanding tradition during Homecoming festivities. However, effective immediately, the Jesup Police Department is implementing a zero-tolerance policy toward this practice. The act that is meant to be harmless has been taken too far and led to harassment to local residents that we have promised to protect. This department made numerous attempts last night to deter individuals from entering onto a specific residential property and dumping a significant amount of toilet paper. We cannot and were not available to watch every residence for every minute in town last night. Our efforts were ultimately unsuccessful, but their will be repercussions to those involved. Some have been identified and will be investigated for trespassing, criminal mischief, illegal dumping, and disorderly conduct. I am sure others will be identified shortly.

Any individual caught engaging in "TP-ing" activities will be subject to legal charges, including fines and potential community service. We are committed to preserving the spirit of Homecoming while ensuring that our city remains a safe and welcoming environment for all residents.

This may seem extreme to some, but this happens year after year and to the same persons because it is known that they do not wish to participate and it generally causes a larger reaction. THAT IS HARASSMENT!!!! Several warnings have gone out. We have to draw the line somewhere. We will be reaching out soon.

Thank you to those that did not cross that line and sorry that some ruined the fun for you!!! "TP-ing" will no longer be allowed whatsoever until further notice!!! Chief Evans
