We are watching proposed changes in Pennsylvania's health regulations that move away from words like woman, mother, and pregnant woman and toward terms such as “pregnant individual,” “birthing individual,” and “postpartum individual.” Now, some will say, “It's just terminology. Why does it matter?” It matters because words shape how we think. A mother is not merely a biological event.

The Shapiro administration is proposing more than 500 pages of new Department of Health regulations that could expand government authority over families, schools, healthcare providers, and private medical information.
