For decades, the police off-duty program – where JCPD officers are hired to provide security for private companies or events – was plagued by favoritism and political influence.

We’re finally fixing the problem that was ignored for decades, setting the standard of accountability and transparency.

Here’s how: We’ve modernized the system so a third-party administrator will handle scheduling, attendance, billing, and payments through a modern software – no more paper forms or phone calls. The service will give jobs out objectively and by seniority, and the city pays nothing for it.

We’re setting a standard for JCPD: Accountability, fairness, and oversight.

25 years on, the scars left by terrorist attacks on September 11th, 2001, are still etched across our horizon and our hearts. These scars run deep. They are seen at memorials and gravesides, in doctor’s offices and treatment clinics, and in our memories. The events of a quarter century ago stay with us – they’ve become a part of us.

The family members of those who passed are forever in our hearts and on our minds. To the Jersey City Fire Department and Police Department who responded that day and lost friends and colleagues: Thank you for everything you’ve done for your city and nation.

County Executive Craig Guy was serving in the Jersey City Police Department on September 11, 2001. He was one of the hundreds of Jersey City first responders who helped people evacuating Manhattan on ferry boats, many of them injured and covered in toxic dust. Listen to County Executive Guy tell the story of how he drove one survivor who was shocked and needed help all the way home to Maplewood, NJ.

"I believe the police and fire department that day, and the weeks that followed, was second to none across the country," he reflects.

Jersey City's City Photographer Jennifer Brown captured the tragedy of 9/11 from Exchange Place from just moments after the planes struck.

Her photos captured something else as well: The care and resilience displayed by the "helpers"—the Jersey City first responders and everyday citizens who sprang into action and tried to save the lives of strangers.

"I'd covered a lot of hard-hitting news, and one thing I always loved was the Mr. Rodgers line, 'Look for the helpers,'" says Brown. "Those are the people I tried to focus on. That's where the Jersey City Police Department and Fire Department came in. There were people who were still good and who still cared."

"I can't forget. I'll never forget."

25 years later, JCFD Battalion Chief Richard Gorman recalls getting the call for help when the Twin Towers fell. For 10 days, he worked alongside JCFD and FDNY, deploying service dogs to search for survivors at Ground Zero.

Today, he continues to lead the Jersey City Fire Department as Chief of the 3rd Battalion Group B. He also serves as a family advocate, connecting 9/11 first responders and survivors to financial resources for 9/11-related illnesses.

Mayor Solomon: "It was my honor to welcome 23 new officers into the Jersey City Police Department and administer the Oath of Office at City Hall.

These new Police Academy graduates are a critical component of our public safety agenda. They will be instrumental in keeping our communities safe and strengthening relationships between law enforcement and the communities they serve. I'm especially proud that all of these new recruits are from Jersey City and more than 80% represent minority communities."
