Katy Trail-Liberty Park Connect Project to Begin
Trail Construction from Katy Depot to Liberty Park
Beginning Wednesday, April 29, 2026

Beginning on Wednesday, April 29, 2026, the contractor Rhad A. Baker Construction LLC will begin work on approximately 5,983 feet of hard surface trail running the length of W. 3rd St. on the south side from the Katy Depot to Liberty Park. The trail is designed to accommodate both cyclists and pedestrians, with a dedicated 10-foot-wide path all being built on the city's existing right of way. The trail will be fully ADA compliant. This project was funded in part by a Transportation Alternatives Program (TAP) grant.

The work will begin at W. 3rd St. and S. Sneed Ave. and will progress to the east. The project is estimated to be complete by the middle of October. Workers will be present along the roadway during this period. Inclement weather or equipment breakdowns could delay completion.

With pedestrian fatalities in 2025 at their highest in Missouri's history, this project will have major decades-long implications for 'vulnerable road user' connections traveling between north and south of the I-70 corridor.

Exciting steps toward a potential expanded trail network in City of Kirksville!

The City of Kirksville’s Public Works Department is partnering with Allstate Consultants for drone surveying along the old Burlington Northern-Santa Fe railroad line. This data will be beneficial as the City plans to redevelop these areas into community trails.

During the week of February 23, residents may see Allstate staff around the city operating a drone in the vicinity of those old railroad lines. The drone will be equipped with sensors and cameras capable of capturing detailed topographic data.

The Public Works Department assures residents that all necessary precautions will be taken to ensure the safe and responsible operation of the drone during the surveying process. Additionally, the privacy of residents will be respected, and the drone will strictly focus on capturing topographical data.

For more information, contact the Public Works Department at 660.627.1291.
