MLC 100 in Retrospect!

In 2001, Ms. Sharman Bridges Smith was appointed as the Commission's eleventh Executive Director.

Smith has a Master of Library Science degree from George Peabody College in Nashville and a Bachelor of Science degree from Mississippi. Before 2001, Sharman served as State Librarian of Iowa for nine years.

As executive director of the Library Commission, she spearheaded electronic catalogs and other technology needs, digital book formats, funding, staffing, and furnishing and equipment for Mississippi public libraries - to name a few.

Smith returned to MLC in November of 2017 as Interim Executive Director, where she assisted the Board of Commissioners with the search for a new executive director and represented the agency at the state capitol during the legislative session.

MLC 100 in Retrospect!

In 2000, the Library of Congress (LOC) approved a proposal from the Mississippi Library Commission (MLC) for the Mississippi Center for the Book (CFB) to affiliate with the LOC Center for the Book.

The statewide Steering Committee for the Mississippi CFB met in March to complete the proposal to the LOC. The 13-member committee included authors, teachers, book and newspaper publishers, librarians, public officials, and representatives from the Mississippi Humanities Council.

Early Mississippi CFB projects included creating a website, launching the Authors in Libraries and Writers Talking statewide programs, and developing a statewide book festival.

After the approval of the Mississippi CFB in 2000, Gov. Ronnie Musgrove signed a proclamation recognizing the Mississippi CFB and its partnership between the LOC and MLC.

The FCC is reviewing the E-Rate program, which helps public libraries provide reliable internet access and network services to their communities.

Every public library in Mississippi uses E-Rate support, making this review especially important for libraries and the communities they serve across our state.

The FCC is now accepting public comments through October 13, 2026. This is the opportunity for Mississippi’s library experiences and perspectives to become part of the official public record.

MLC has created a webpage with current information, important dates, Mississippi-specific resources, and links for submitting comments.

MLC 100 in Retrospect!

In 1999, the Mississippi Legislature approved House Bill 1004, a $12.5 million "1999 Library Commission Capital Improvements Fund" created within the State Treasury.

The fund was created as a special fund, separate from the General Fund. The special fund would pay the costs of capital improvements, renovation, furniture, equipment, and technology for Mississippi public libraries where needed.

The Mississippi Legislature has been a champion of Mississippi public libraries over the years. Their support is greatly appreciated!
