Who We are and What We Do
The Lawrence County Emergency Management Agency (EMA) was established under Chapter 5502 of the Ohio Revised Code. Lawrence County EMA is the central point of coordination within the county for response and recovery to disasters. The primary focus of the agency when not in a response or recovery mode is to ensure that the coun

ty and its 63,000 citizens are prepared to respond to an emergency or disaster and to prepare for and lead mitigation efforts against the effects of future disasters. When an emergency exceeds the capacity of local government, we request the assistance of the state through the Ohio Emergency Management Agency (EMA). If an emergency response exceeds the capacity of the Ohio EMA, aid is requested by Ohio's Governor from the President of the United States through the Federal Emergency Management Agency. To ensure preparedness and the capability to respond to all levels, it is critical that Lawrence County EMA interface regularly with their local. state and federal counterparts. During an emergency response or recovery effort, all jurisdictions of local government are focused on the event. Lawrence County EMA as the county commissioner's emergency management organization, may activate the Lawrence County Emergency Operations Center located at the county 911 Center to better coordinate the county's response. The team approach is utilized in Lawrence County as part of an integrated emergency management system, encompassing key individuals from various agencies, including fire service, emergency medical service, local hospitals, law enforcement, city and county engineering and public works departments, amateur radio operators and various human service entities from government to charitable to civic organizations.

Construction Update

The following ODOT construction projects are anticipated to impact traffic in Lawrence County. All outlined work is weather permitting. Visit OHGO.com for travel updates or follow ODOT District 9 on Facebook or X for current Lawrence County construction information.

State Route 140

SR 140 Culvert Replacement — SR 140 is closed for 30 days between Blackfork-Firebrick Road and the Scioto County line. The detour is SR 140 to SR 93 to U.S. 52 to SR 140. Estimated completion: Summer 2026

U.S. Route 52

U.S. 52 Intersection Improvement — Beginning June 15, U.S. 52 will be reduced to one lane near the intersection of Charley Creek Road. Estimated completion: Fall 2026

State Route 522

SR 522 Chip Seal — Beginning June 1, SR 522 will experience daily lane closures between the Scioto County line and SR 93. Traffic will be maintained by flaggers. Estimated completion: Summer 2026

SR 522 Culvert Replacement — Beginning June 1, SR 522 will be closed between Clinton Furnace Road and County Road 10A. The roadway will be closed for 5 days. The detour is SR 522 to SR 650 to U.S. 52 to SR 93 to SR 522. Estimated completion: June 5

State Route 378

SR 378 Bridge Replacement — Beginning June 8, one lane of traffic will be maintained on SR 378 between SR 217 and TR 165. Traffic is being maintained by a temporary signal. Estimated completion: Fall 2026

State Route 775

SR 775 & SR 790 Resurfacing — Expect daily lane closures on SR 775 between W Buckeye-Greasy Ridge Road and the Gallia County line. SR 790 will also have daily lane closures between SR 775 and the Gallia County line. Traffic is being maintained by flaggers. Estimated completion: Summer 2026

State Route 141

SR 141 Resurfacing — Expect daytime lane restrictions (7 a.m. – 7 p.m.) on SR 141 between the city of Ironton and SR 217. Estimated completion: Summer 2026

SR 141 Intersection Improvement — Expect daytime lane restrictions (7 a.m. – 6 p.m.) at the intersection of SR 141 and CR 7E. Traffic is being maintained by flaggers. Estimated completion: Summer 2026

State Route 7

SR 7 Chesapeake Bypass Phase 2 — Project will construct the western half of the Chesapeake Bypass between the SR 527/SR 7 interchange in Chesapeake to SR 775 in Proctorville.

CONTINUING IMPACTS

As of May 20, 2026

A section of Township Road 158 (Henson Hollow Road) will be permanently closed.
A section of Township Road 1389 (Woodland Drive) will be permanently closed.
Township Road 1302 will be permanently closed between Henson Hollow Road and Forest Drive.
As of April 6, 2026

SR 243 is permanently closed between CR 118 (Bent Creek Road) and CR 32 (Eaton Road). The detour is SR 378 to SR 217 to SR 775 to SR 7 to SR 243.
As of July 21, 2025

CR 69 (Indian Guyan Rd) will be closed at the intersection with CR 2 (Greasy Ridge) Monday–Friday, 6:30 AM to 6:00 PM.

As of April 28, 2025

CR 68 (Shafertown Road) is closed indefinitely between Eaton Road and the SR 243 intersection.

Estimated completion: Fall 2028

As we finish up Mental Health Awareness Month we'd like to congratulate Paramedic Julie Bias and EMT Courtney Roach. Yesterday they were recognized as Crisis Intervention Team Champions.

At LCEMS we understand that the mental health of our team members and our community members are of the utmost importance and we pride ourselves on having a team highly trained to care for a mental health crisis with empathy and compassion.

Water is over the roadways on many roads right now. Please do not drive through them.
ATVFD just finished a water rescue. Thankfully no one was hurt but it could've gone in a whole other direction fast.
As we face more rain, creeks will continue to rise and water will continue to break the banks and flood more.

Localized flash flooding is possible for the next several days. Most flood fatalities occur in vehicles, so never drive around barricades. Turn around, don't drown. Even when the water recedes, the ground may be unstable.

Showers and thunderstorms can be expected at times today into this evening. Localized flooding could occur in some areas, particularly in locations impacted by heavy rain the last couple of days. A Flood Watch is in effect for northeast Kentucky, far western West Virginia, and much of southeast Ohio for today and this evening.
