The City of Iola will receive bids for a Package Wastewater Treatment Plant partially funded by the GLO (Contract No. 24-065-165-F080) until 2:00 pm on Thursday, June 25, 2026, at 1722 Broadmoor Drive, Suite 210, Bryan, TX 77802. Bids must be addressed to: Christina Stover, Mayor. The bids will be publicly opened and read aloud at the date, time, and location described above. Bids are invited for several items and quantities of work as follows: 1. 0.100 MGD Package Wastewater Treatment Plant and associated work 2. Lift Station 3. General Site Work Bid/Contract Documents, including Drawings and Technical Specifications are on file at 1722 Broadmoor Drive, Suite 210, Bryan, TX 77802. Copies of the Bid/Contract Documents may be obtained by depositing $200 with the engineer for each set of documents obtained. The deposit will be refunded if the documents and drawings are returned in good condition within 10 days following the bid opening. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the City of Iola or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The project to be constructed will be financed with assistance from the General Land Office (GLO) under the U.S. Department of Housing and Urban Development Community Development Block Grant - Mitigation (CDBG-MIT) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing Davis-Bacon and Related Acts wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, s*x, s*xual orientation, gender identity, or national origin. Adherence to the City of Iola Section 3 Policy is required for all contracts. All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, Veteran-Owned Businesses, Section 3 Businesses, and labor surplus area firms are encouraged to submit bids. The City of Iola reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Iola for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award. This contract is contingent upon release of funds from the Texas Water Development Board (TWDB). Any contract(s) awarded under this Invitation for Bid (IFB), Request for Proposals (RFP), or Request for Qualifications (RFQ) is/are expected to be funded in part by financial assistance from the TWDB. Neither the U.S. Environmental Protection Agency (EPA) or the State of Texas, nor any of its departments, agencies, or employees, are or will be a party to this IFB, RFP, RFQ, or any resulting contract. Any contract(s) awarded under this Invitation for Bids is/are subject to the American Iron and Steel (AIS) requirements of federal law, including federal appropriation acts and/or Section 608 of the Federal Water Pollution Control Act. This contract is subject to the Texas Water Development Board (TWDB) and the Environmental Protection Agency’s (EPA) State Revolving Fund (SRF) Procurement requirements, which includes and offers procurement opportunities to all businesses during solicitations. EPA rules require that applicants and prime contractors/consultants make a good faith effort to award a fair share of contracts, subcontracts, and procurements in a nondiscriminatory manner through demonstration of the six affirmative steps. This is still the current status. I would like to remind everyone: Discussion regarding this project means that no action is needed that requires a vote by the city council. Work is, and has been, occurring daily for a LONG time.
If you would like to know more, want to know what has taken so long, feel free to attend a meeting or reach out to a council member, or myself, the Mayor, but we don't conduct business here on Facebook, so we WILL NOT be responding to questions and comments and accusations on this page, no matter how tempted we may be because the information is just wrong, incomplete, or uninformed. We don't monitor this page 24/7, and have no obligation to. Reach out when you have time to listen; we would love to talk. We appreciate those that have been attending our meetings lately, we mean that!
