An aerial black fly (gnat) suppression operation is scheduled for Friday, September 11th, on the Youghiogheny River, Loyalhanna Creek, the Kiskiminetas River, the Conemaugh River, Mahoning Creek, and Redbank Creek. This operation will begin Friday in Fayette County at 8:00 and will finish in Armstrong County. This aerial application will include flights in Armstrong, Cambria, Clarion, Fayette, Indiana, and Westmoreland Counties. The helicopter will be a Bell Long Ranger with the tail number N53702 and is painted white and blue with red stripes.

Helicopter Applicators Inc. will be dispersing Vectobac 12AS, which is a Bti product manufactured by Valent Biosciences. Bti is short for Bacillus thuringiensis var. israelensis, which is a bacterial larvicide, not a chemical, and is the only product used in Pennsylvania's waterways for black fly suppression. Vectobac 12AS is a thick liquid that is brown in color that quickly disperses when applied to the water. The helicopter will fly low near tree top level and will release the material at various predetermined locations on each river.

Pennsylvania's statewide median EMS transport time from scene to hospital was 40.1 minutes in 2024. Across many rural counties, the journey was longer.

Two recent Center studies help tell the broader story. Our research on rural emergency response examines the systems and people responsible for answering calls and getting help to residents, while our rural health care research explores the workforce, services, and access challenges facing rural communities.

Together, they show why rural emergency care is about more than any one part of the system — it extends from the initial call for help through the patient's arrival at care.
