The Click It or Ticket Enforcement Campaign results

During the recent Click It or Ticket Campaign, the Hutchinson Police Department conducted overtime saturation patrols to enforce Kansas occupant restraint, texting, impaired driving, and other traffic laws.

During the campaign, officers wrote 93 citations and 139 warnings for a total of 232 violations. A total of 227 contacts were made during the campaign.

Law enforcement agencies within Reno County will be conducting Active Shooter training at Hutchinson Middle School 8, 200 West 14th Ave, all week. 911 Emergency Communications, Hutchinson Fire Department and Reno County EMS will also be attending. This training is held annually and helps prepare 1st responders for mass violence situations.

Residents may notice an increased law enforcement presence, emergency vehicles, and training activity in and around the school during the exercise. This is only a training event. There is no active threat to the public.

The KBI is investigating an officer-involved shooting that occurred Sunday evening in Hutchinson.

The Hutchinson Police Department requested KBI assistance at approximately 7:23 p.m. Sunday, June 7. KBI agents and the Crime Scene Response Team responded to the scene.

At approximately 6 p.m., Hutchinson police officers responded to a residence at 3313 Dartmouth Road to conduct follow-up on a theft investigation. An individual wanted for questioning, identified as Jonathan Lawrence, 30, of Hutchinson, stepped outside the residence to speak with the officers.

During the encounter, the officers observed that Lawrence was armed with a handgun. As the officers attempted to detain and disarm him, a physical altercation ensued. Lawrence battered both officers before fleeing into the garage of the residence.

One officer deployed a Taser, which caused Lawrence to fall and drop the handgun. While the second officer attempted to gain control of Lawrence, Lawrence reached for and regained control of the firearm. The officer who deployed the Taser, drew a service weapon, and fired multiple rounds, striking Lawrence.

Officers immediately rendered life-saving measures, and responding deputies from the Reno County Sheriff's Office assisted with medical aid until EMS arrived. Lawrence was transported to the Hutchinson Regional Medical Center, where he was later pronounced deceased. No law enforcement officers were injured during the incident.

This independent investigation aims to discover all events leading up to the officer-involved shooting. In police use of force cases, the KBI releases details to the public as soon as possible. This information is preliminary in nature and is based on evidence collected and early statements of the parties involved, witnesses, medical personnel, and others. It does not represent final or thorough findings, which take several weeks to complete.

The investigation remains ongoing.

**Media Release - Attempted 1st Degree Murder Arrest*

On June 2nd, 2026, at 2:00 A.M., officers with the Hutchinson Police Department were dispatched to the 1400 block of North Prairie Street for the report of a subject, later identified as 19-year-old Teyton T. Savage Dobbins, attempting to force entry into an occupied residence with an axe. Upon arrival, officers learned the suspect had fled the area. At approximately 2:16 A.M., Mr. Savage Dobbins was located and taken into custody behind a residence in the 700 block of West 13th Ave.

At 2:30 A.M., the Hutchinson Police Department, Reno County EMS and the Hutchinson Fire Department were dispatched to a residence in the 700 block of West 14th Ave for a female who had sustained injuries. When first responders arrived on scene, they found the victim suffering from life-threatening injuries believed to have been caused by an edged weapon. She was transported to a hospital in Wichita, where she remains in critical condition.

Throughout June 2nd, 2026, residents in the area where the original incidents had occurred reported additional crimes, and Mr. Savage Dobbins was identified as the suspect.

Mr. Savage Dobbins was transported to Hutchinson Regional Medical Center for treatment and was later released. Following his release, he was arrested on the charges listed below and transported to the Reno County Correctional Facility. These charges involve multiple victims and locations.

- Attempted First Degree Murder, Aggravated Burglary, five counts of Attempted Aggravated Burglary, Attempted Aggravated Burglary-Domestic Violence, Felony Criminal Damage to Property, and Misdemeanor Criminal Damage to Property.

**Media Release - Drug Distribution Arrests**

On Monday, May 25th, 2026, members of the Hutchinson Police Department Special Operations Unit, Repeat Offender Unit, and Investigations Division served a search warrant related to suspected drug distribution at 118 East Campbell Street in Hutchinson, Kansas. As a result of the investigation, officers seized approximately 12 grams of methamphetamine, 160 grams of ma*****na, 41 grams of THC wax, 507 grams of GHB, 22 grams of anabolic steroids, several controlled substances, 5 fi****ms, U.S. currency, and a vehicle.

Following the completion of the investigation, the listed individuals were arrested on the noted charges:

-Curtis R. Linscheid, 46-year-old male of Hutchinson, was arrested for Distribution of Methamphetamine within 1000 feet of a school, Distribution of Anabolic Steroids within 1000 feet of a school, Distribution of Alprazolam within 1000 feet of school, Distribution of GHB within 1000 feet of a school, Distribution of Drug Paraphernalia, Possession of Methamphetamine, Possession of Lorazepam, Possession of Ma*****na, Possession of THC, Possession of Drug Paraphernalia, Possession of a firearm while being a convicted felon, Possession of a firearm of an addicted person of a controlled substance, Criminal Use of Weapon, and Acquired Drug Proceeds.

-Jeremy L. Bruch, 52-year-old male of Hutchinson, was arrested for Possession of Methamphetamine, Possession of Ma*****na, Possession of Drug Paraphernalia, and Interference with Law Enforcement.

-Emilia Linscheid, 53-year-old female of Hutchinson, was arrested for Possession of Methamphetamine and Possession of Drug Paraphernalia.

**Media Release - Aggravated Battery Arrest**

On May 13th, 2026, at 8:21 P.M., officers with the Hutchinson Police Department, along with personnel from the Hutchinson Fire Department and Reno County EMS, were dispatched to the river, near Hobart-Detter Field in Carey Park, in reference to a shooting.

When officers arrived, they located a 14-year-old male with a gunshot wound. Officers immediately rendered first aid until EMS personnel arrived. The juvenile was transported to Hutchinson Regional Medical Center for initial treatment and was later transferred to Wesley Medical Center in Wichita for further care. The victim is currently in stable condition.

During the investigation, a 16-year-old male was taken into custody and transported to Reno County Youth Shelter Detention for aggravated battery, unlawful discharge of a firearm, criminal use of a weapon, and possession of THC.

In 1962, President John F. Kennedy signed a proclamation that designated May 15th as Peace Officers Memorial Day and the week in which that date falls as Police Week.

Please join us on Friday, May 15th, 2026, at 11 AM in front of the Law Enforcement Center. We will honor the lives of those officers who have paid the ultimate sacrifice while protecting and serving our great country.

On July 2nd, 1924, Officer Reason Sherman Monroe went to Brubaker Grocery store, located at 123 S. Adams, to locate a suspect who had earlier pistol whipped his wife. When Officer Monroe confronted the suspect, the suspect picked up his four-year-old son and used him as a shield, as he shot at Officer Monroe. Officer Monroe refused to return fire in fear that he would strike the young child, and he was shot multiple times. Officer Monroe was transported to Grace Methodist hospital, located at 7th and Main, where he died from his injuries on July 3rd,1924.

On Friday, September 15th, 1972, Officer Kenneth Kennedy, and Reserve Officer Michael Coldren went to 918 South Plum in plain clothes and attempted to buy liquor in violation of the law. After the undercover purchase of illegal liquor, the officers attempted to arrest the male suspect, and a fight ensued. A female exited the kitchen area during the struggle and shot both officers. Officer Ken Kennedy return fire and struck the female suspect twice. Officer Kennedy pulled the trigger two more times on his revolver but did not have the strength to have the hammer fall. Officer Ken Kennedy succumbed to his injuries and died on scene. Officer Coldren was rendered unconscious from a gunshot to the head and when he regained consciousness summoned help. The section of K-61 that runs through Hutchinson was named in honor of Officer Kennedy.
