Thank you SD Legislature for replenishing the Rural Access Infrastructure Fund (RAIF) with a $5 million grant. This fund is an essential cost share to South Dakota townships when large culverts and small bridge structures are in need of replacement. Thank you to Representative Marty Overweg and Senator Sydney Davis doing the heavy lifting on SB 240 to bring this to Governor Larry Rhoden's desk for signing March 12th.

SB 240 Makes an appropriation for the Rural Access Infrastructure fund. We are most grateful to the Senate Transportation committee for passing this bill through committee this morning on to joint appropriations. This grant fund is essential to maintain and replace essential large culverts and small bridge type structures in rural South Dakota. These structures not only support rural agriculture, but emergency services, outdoor tourism and the growing economic development. Thank you Senator Sidney Davis for prime sponsorship in introducing this bill successfully.

January 7th the SD Association of Towns and Townships board of directors were privleged to meet with members of our South Dakota state officials for a noon lunch in Pierre. Our guests included PUC Commissioner Chris Nelson, Dustin Hight Office of Emergency Management, Mike Behm Dept of Transportation, Wendy Semmler Dept of Revenue, Kim Olson Governor's Office of Economic Development, Brent Kempema Attorney General Office.
South Dakota is a great state with many great employees. We enjoyed hearing reports from the various departments as well as engaging in potential legislative topics.

Request for Proposals (RFP) for a new contract study sponsored by the South Dakota Department of Transportation (SDDOT) for public utilities within SDDOT’s highway right of way are currently open. Proposals are due to the SDDOT by 5 p.m. (CT) on Monday, Dec. 15, 2025. This deadline is firm and extensions will not be granted.

This project aims to evaluate and modernize SDDOT’s utility accommodation framework through policy and rule updates, a SWOT (strengths, weaknesses, opportunities, and threats) analysis of current practices, and a comprehensive rewrite of the utility accommodation policy to align with industry standards and improve coordination with utility providers.
