The Texas Department of Criminal Justice (TDCJ) manages inmates in state prisons, state jails, and private correctional facilities that contract with the TDCJ. The agency also provides funding and certain oversight of community supervision and is responsible for the supervision of inmates released from prison on parole or mandatory supervision. OIG investigators arrested former TDCJ inmate Deidrick Capers on June 2, 2026, after he sent fake legal mail soaked with synthetic cannabinoids and other narcotics to individuals incarcerated in TDCJ units, correctional facilities in other states and federal facilities across the country.

Investigators recovered drug-lab paraphernalia, legal mail stamps and counterfeit labels. Capers faces a second-degree felony charge for Manufacture or Delivery of a Controlled Substance, and additional charges may follow.

Third-party and TDCJ inspectors have cleared the Bridgeport Unit for repopulation. All inmates were safely transported back to the unit today. The unit will resume normal operations, with visitation occurring as scheduled this weekend.

"We extend our deepest gratitude to our dedicated staff and the first responders whose swift, decisive actions ensured the safe evacuation and repopulation of the Bridgeport Unit earlier this week,” Executive Director Bobby Lumpkin said.
