We’re continuing our Thankful Series by spotlighting the host of elder abuse legislation from recent years that we are thankful for! Since 2016, Gen. Lisa Zavogiannis, District Attorney Matthew Stowe and their fellow District Attorney Generals have worked with the Tennessee General Assembly almost every year to expand and improve the tools prosecutors have to fight elder abuse. Earlier this year, the Conference backed the Safe Seniors Act of 2021 (SB1228/HB718), which makes various changes to existing laws to grant seniors in Tennessee more protection. We’re grateful for the DAs, past bill sponsors and the countless other stakeholders who continue to fight for the rights and protection of the elders in our communities.

SHOOTER APPREHENDED AND CHARGED WITH FIRST DEGREE MURDER

SAVANNAH, TN - The Office of the District Attorney General Matthew F. Stowe learned of an officer being shot in the line of duty late last night in rural Hardin County, TN. General Stowe requested assistance of the Tennessee Bureau of Investigation and a manhunt ensued for the shooter.

Todd Alan Stricklin, (DOB 12/6/72) of Clifton, was apprehended and has been charged with one count of First-Degree Murder. Stricklin was booked into the Hardin County Jail early this morning before being transferred to Chester County Jail.

“Upon learning the details of the shooting, I have activated the death penalty team who will be reviewing the evidence and charges to determine if this shooting of a law enforcement officer meets the standard for a capital murder crime,” states D.A. Matthew Stowe.

According to reports, Hardin County Sheriff’s deputies and Clifton Police were dispatched to a residence in Clifton where a domestic disturbance was taking place. When officers made contact with Todd Alan Stricklin, the man refused to drop his weapon and surrender to police. Stricklin then shot Hardin County Sheriff’s Deputy Matthew Locke who was approaching the home. The officer was transported to Hardin County Medical Center where he later died.

Stricklin ran from the house and hid in the surrounding woods. Numerous law enforcement agencies joined the TBI and searched the woods for the shooter. Several hours later Stricklin was located and taken into custody by troopers with the Tennessee Highway Patrol.

“We will not allow murder to go unpunished in the 24th Judicial District,” states D.A. Stowe. “While other parts of the country struggle with unlawfulness and activists who encourage violence against police, the people of our West Tennessee district stand firm in support for our officers and the rule of law.”

Stricklin is being held without bond and will be arraigned in Hardin County General Sessions Court.
