Washington Terrace Civic Association, Inc. Washington Terrace Civic Association, Inc. was created to promote the historical character of Washington Terrace subdivision.

Washington Terrace is a subdivision in the Third Ward Area of Houston, Texas, United States. The neighborhood was established in 1940. The Washington Terrace Area boundaries are roughly Alabama Street, Almeda Road, Blodgett Street, Cleburne Street and Ennis Street. The neighborhood surrounds Texas Southern University.

Thanks to a donation from Houston City Councilwoman Carolyn Evans-Shabazz, the South Central substation has 10 new noise meters to gauge decibel levels at bars, nightclubs and restaurants in real time.

The meters come after a year of thousands of noise complaints.
