Celebration of life and service for President Jimmy Carter
Habitat for Humanity Memorial Event
Habitat’s memorial event to be held around the globe; public invited to view and sign doors

WHAT:
The City of Houston, led by Mayor John Whitmire, and Houston Habitat for Humanity are joining Habitat for Humanity organizations around the globe in honoring the countless contributions President Jimmy Carter has made to the organization and to Habitat homeowners for nearly four decades.
Houston Habitat will raise a wall with a door in it to symbolize the many doors of opportunity that President Carter helped make possible through his life of service to others. The public is invited to then pay personal tribute to President Carter by signing the wall and door with their name or personal message.

The City of Houston activates its Public Health Heat Emergency Plan when the Houston area begins to experience excessive heat. People without adequate transportation to a designated cooling center can call 3-1-1 to request a free ride. Transportation is only to and from the cooling centers; transportation to other locations is unavailable.
During Houston’s summer months, be sure to put these best practices into place:
- Drink more water. Drink lots of liquids even before getting thirsty, but avoid beverages with caffeine, alcohol, or large amounts of sugar.
- Conduct outdoor work or exercise in the early morning or evening when temperatures are not as high. Outdoor workers should drink plenty of water or electrolyte replacement beverages and take frequent breaks in the shade or in an air-conditioned facility. People unaccustomed to working or exercising in a hot environment need to start slowly and gradually increase heat exposure over several weeks.
- Wear light-colored, loose-fitting clothing that permits the evaporation of perspiration.
- Do not leave infants, children, senior citizens, or pets unattended in a parked vehicle, even if the windows are cracked open. Check to make sure everyone is out of the car and don’t overlook children who may have fallen asleep.
- Wear a wide-brimmed hat to help prevent sunburn as well as heat-related illness. Apply sunscreen, which protects from the sun’s harmful rays and reduces the risk of sunburn.
- Seek accommodations in air-conditioned facilities during the heat of the day if the house is not air-conditioned: a relative’s home, multi-service centers, malls, movie theaters, libraries, etc.
- Take frequent cool baths or showers if your home is not air-conditioned.
- Look out for vulnerable populations.
- Check on your neighbors.

Statistical analysis of the heat-related illnesses in Houston in the previous two summers indicates that some members of our community begin to suffer heat-related illnesses requiring visits to emergency departments when the daily maximum heat index (feels like temperature) is as low as 80 degrees. The young, elderly, and individuals with pre-existing health conditions, that heat can exacerbate (e.g., asthma/respiratory, cardiac, kidney conditions), should be especially cautious. Symptoms of heat exhaustion include weakness, dizziness, excessive sweating, cool or moist skin, nausea or vomiting, muscle cramps, and a fast and weak pulse. People experiencing these symptoms should lower their body temperature by getting to a cooler place, drinking water, taking a cool shower or bath and resting. A throbbing headache, red, hot, and dry skin (no longer sweating), extremely high body temperature (above 103°), nausea or vomiting, confusion, loss of consciousness and a rapid, strong pulse are signs of heat stroke. If these symptoms occur, call 9-1-1 immediately and try to lower the person’s body temperature until help arrives. People may seek air-conditioning in city multi-service centers, libraries and recreation centers, even when the Public Health Heat Emergency Plan is not activated. Solid Waste will be working on Wednesday, July 10, to collect Tuesday’s garbage, heavy tree waste, and storm debris. All Solid Waste Management facilities will reopen on Wednesday, July 10.
BARC will be closed for all public services again on Wednesday, July 10. Staff will continue to monitor the situation and provide care for the animals on site.
Municipal Courts will resume all normal court operations on Wednesday, July 10. Jury service will also resume on Wednesday, July 10. There will be no trials by judge or jury. Resets will be given in person at all City of Houston court locations beginning Wednesday, July 10. Please visit the Municipal Courts’ website at www.houstontx.gov/courts for information on all court locations and hours of operation. It is important to note that if an individual fails to reset their case(s) during the reset period (7/10/2024 through 7/16/2024), an arrest warrant may be issued.
Houston Public Works permitting center, located at 1002 Washington Ave., will reopen to the public on Wednesday, July 10.

Remember to take pictures of your storm damage. The damage assessment process is critical to being eligible for Independent Assistance from FEMA. Report all damage to your property to the State of Texas using the iSTAT tool- https://damage.tdem.texas.gov
Those with insurance should contact their insurance companies before applying for FEMA assistance. FEMA will only cover damages beyond the scope of the property owner's insurance plan.
If you cannot remove debris and "muck & gut" your property yourself, help is available. Contact the Crisis Cleanup hotline at 832-509-2977. Be mindful of scammers who will take advantage of the situation. Report all scams and fraud to the Texas Attorney General.
