Inter-Tribal Council of Louisiana We are a non-profit, 5-tribe consortium that offers employment and training services to tribal members living in Louisiana.

Celebrating 50 Years: The Inter-Tribal Council of Louisiana Consortium (ITCLA) is a tribal, non-profit workforce development organization dedicated to supporting the academic and occupational needs of American Indian communities in Louisiana. Our consortium consists of the Coushatta Tribe of Louisiana, the Tunica-Biloxi Tribe of Louisiana, the United Houma Nation, the Jena Band of Choctaw Indians,

The Inter-Tribal Council of Louisiana (ITCLA) recently convened its Board of Directors—leaders representing a powerful inter-tribal partnership rooted in collaboration, shared purpose, and cultural strength.

For five decades, ITCLA has served as a Native consortium, bringing together member tribes to strengthen relationships, advocate with a unified voice, and navigate opportunities that support our communities. Through this collective approach, the organization continues to advance culturally relevant services, economic development, and the preservation of tribal heritage across Louisiana.

Today, the Inter-Tribal Council of Louisiana proudly hosted an in-person Partner’s Meeting for Region 3 LAT Workforce Development Board’s mandated partners and the American Job Center – Work Connection.

This meeting focused on strengthening collaboration and expanding access to employment, education, training, and support services—especially for individuals facing barriers to employment. By working together, we continue to create meaningful pathways to success in today’s labor market.

This U.S. Coast Guard–approved course meets the training requirements for the Tank Barge PIC endorsement, providing the knowledge and credentials needed to work safely and effectively aboard tank barges carrying dangerous liquid cargo.

It is with deep sadness that we share the passing of Paula Jean Darden, who faithfully served the Inter-Tribal Council of Louisiana as a Field Service Representative since 2020 for the Chitimacha Tribe of Louisiana at the Charenton office.

Paula passed away peacefully on Saturday, November 29, 2025, surrounded by her loving family. She will be remembered for her kind heart, generosity, and dedication to her family, community, and the work she did with our organization.

Funeral services will be held on Wednesday, December 3, 2025, at Ibert’s Mortuary in Franklin, with a 1:00 PM Liturgy of the Word Service. Visitation will begin at 9:00 AM. Paula will be laid to rest in the Chitimacha Mausoleum in Charenton. For more information, you may view her memorial page: Paula Jean Darden Obituary.

Our thoughts and prayers are with Paula’s family, friends, and all who had the privilege of knowing her. She will be dearly missed.
