The City of Hot Springs has received multiple complaints regarding landscaping debris being disposed of in storm sewers. This letter serves as a friendly reminder that it is illegal to dump or dispose of any materials into the storm sewer system.
Please be aware that dumping items such as grass clippings, leaves, dirt, or any other landscaping debris is a violation of the City’s Municipal Code, Section 15-13-1.6. Violators may be subject to citations and fines.
(a) Illegal dumping/disposal. No person shall throw, deposit, place, leave, maintain, or keep or permit to be thrown, placed, left, maintained or kept, any refuse, rubbish, garbage, or any other discarded or abandoned objects, articles, or accumulations, in or upon any street, alley, sidewalk, storm drain, inlet, catch basin, conduit or drainage structure, business place, or upon any public or private plot of land in the city, so that the same might be or become a pollutant, except in
containers, recycling bags, or other lawfully established waste disposal facility.
(b) Disposal in storm sewer. No person shall intentionally dispose of grass, leaves, dirt, or other landscape debris into a water resource buffer, street, road, alley,
catch basin, culvert, curb, gutter, inlet, ditch, natural watercourse, flood control channel, canal, storm drain or any fabricated natural conveyance.
The City of Hot Springs operates a flood control channel maintenance program to remove major blockages, such as weeds and debris, from storm drains and channels. However, a clogged drain or channel cannot properly carry water, leading to increased risks of flooding. Even small amounts of debris can contribute to blockages and result in flooding during heavy rainfalls.
If you observe dumping or notice debris in gutters, catch basins, or channels, please report it immediately to the Public Works Department at 501-321-6778 or the Stormwater Utilities Division at 501-321-6773.
