PAR provides the public with non-partisan information and assistance, contributing to engagement and participation in the State's legislative process. In 1990, the Hawaii State Legislature established the Public Access Room (PAR) to provide the public with necessary resources for participation in the legislative process. It's the first stop for Hawaii's citizens when working with the Legislature –
whether from home, office or at the Capitol. We are non-partisan and there is never a fee for services. It all started over 25 years ago, when volunteers offered to help one another in typing up their testimony on bills. With the help of community organizations and good government groups, the Hawaii State Legislature realized that more was needed. It's crucial that people have the resources to use that power! And the Public Access Room was born. We now have two year-round staff, as well as a few more who join us during the Regular Legislative Session (January through May). Our office is located in room 401, on the 4th floor of the Capitol at Punchbowl and Beretania streets. We have computers and printers available for use, office supplies, work space, and a TV monitor to observe legislative hearings. Our staff is happy to answer questions, teach workshops, and guide you to online resources. We've also got plenty of handouts! We do travel to communities throughout the islands to offer our workshops, talk story, and provide resources.
