JAPAN'S MINISTRY OF DEFENSE RECEIVES AWARD

Col. Christopher Crary, commander, USACE Pacific Ocean Division, Col. Patrick Biggs, commander USACE Japan District and Dr. Rex Mols, chief, Programs and Project Management Division, USACE Japan District, hosted Mr. Kazumi Inoue as he received the Friend of the Regiment award in Honolulu, Hawaii.

Mr. Inoue has provided more than 33 years of selfless dedication to the U.S.-Japan Alliance, supporting over 112,000 U.S. service members and their families across 90 installations.

WE REMEMBER

For many who remember September 11, 2001, the day began with an image that remains vivid 25 years later: a brilliantly clear early fall morning and blue skies that gave no hint of what was to come. Within hours, terrorist attacks on the World Trade Center in New York and the Pentagon outside Washington, D.C., and the crash of a fourth hijacked airliner near Shanksville, Pennsylvania, had killed nearly 3,000 people and changed the nation.

The U.S. Army Corps of Engineers was among the many organizations called upon to respond.

Today we remember and reflect.

💧 USACE ADVANCES MEKONG WATER SECURITY

USACE completed consecutive engagements with Lao PDR Ministry of Agriculture and Environment, National Water Management Committee and the Mekong River Commission (MRC) to advance Lao-operated Hydrologic Engineering Center Real Time Simulation flood decision support and finalize the regional Shared Vision Planning Webtool.

🤝This partnership strengthened local capacity, improved infrastructure resilience, aligned with U.S. Embassy Vientiane priorities, and positioned the United States for continued Mekong water-security cooperation.

FIGHTERTOWN RECAPITALIZATION

Representatives from the U.S. Army Corps of Engineers Pacific Ocean Division, USACE Alaska District, and the Air Force Special Programs Division brief more than 80 industry leaders on the Fightertown Recapitalization program in Seattle, Wash.

USACE is collaborating with the Associated General Contractors and the Society of American Military Engineers to share information on new acquisition methods, including Progressive Design-Build and Other Transaction Authorities, with initial solicitations currently underway.

Participants included Josh Biggers, U.S. Army Corps of Engineers Pacific Ocean Division; Neil Murray, Shannon Berry, Joseph Smiley, Michelle Mandel, Michelle Nelson, and Brent Goering, USACE Alaska District; and Judy Biddle, Air Force Special Programs Division.

MOURNING THE LOSS OF TWO POD MEMBERS

We mourn the loss of our teammates, Sabrina Hansen and Hayden Scalis, Alaska District, U.S. Army Corps of Engineers employees killed in a plane crash in Western Alaska.

These individuals represented the very best of our mission team, working together to ensure the operational readiness of our critical remote sites.

Both serving within the district’s Engineering Division, Hansen worked as a fire protection engineer and Scalis as a mechanical engineer. They were on official duty conducting a routine project site visit in support of the U.S. Air Force.

“We mourn the tragic loss of our selfless teammates. They were public servants and true professionals, dedicated to securing our nation,” said Lt. Gen. William H. “Butch” Graham, 56th Chief of Engineers and USACE commanding general. “Our thoughts are with their families and colleagues during this time of immeasurable loss.”

“Our district family carries a heavy burden with the loss of our colleagues, Sabrina and Hayden,” said Col. Victor Trujillo II, Alaska District commander. “We will continue to support and mourn alongside their families, and our thoughts and prayers are with everyone involved in this tragedy.”

The USACE-chartered flight with Security Aviation crashed at Cape Newenham on Aug. 20 with eight personnel on board. The nature of their mission at the Cape Newenham Long Range Radar Site was to inspect and perform maintenance on a new fire suppression system.

The crash is currently under investigation by the National Transportation Safety Board. The Alaska State Troopers will release the names of the non-Department of War affiliated persons.
