City and County of Honolulu: Office of Economic Revitalization

City and County of Honolulu: Office of Economic Revitalization Every Person Prospers. Building local economic opportunities that improve the quality of life for every community, small business, and ‘ohana on O’ahu.

OER's north star is the establishment of good jobs. OER defines a “good job” as one that brings about financial security, provides benefits that enhance the quality of life, is conducive to a healthy family and community, is attuned to the changes in the world, and adds to the community and environment more than it subtracts. OER has a Three-Part Strategy to achieve this goal:
1. Preserve good job

s through business relief funds and other support as well as employee skill-building opportunities.
2. Create good jobs through technical assistance for businesses, nonprofits and farmers, fund programs for entrepreneurs, and invest in key economic sectors.
3. Help the people in our community get a good job by supporting struggling individuals to get back on their feet, training people for good jobs and offering job placement, and skill-building for entrepreneurs. Please visit our website to learn more about our programs and resources.

"Progress moves at the speed of trust, especially in Hawai'i."

"If the trust OER has built over the years is allowed to erode through its elimination, it will not easily be rebuilt.
Rather than dismantle our economic development infrastructure, we should strengthen it, thereby creating an economy where businesses can grow, entrepreneurs can innovate, young people can build their futures, and local families can confidently choose to stay in Hawaiʻi."

Action Highlight: Action 1.7 — Integrate Food Access into Skyline Stations 🚉🥗

Action 1.7 of the City's draft Oʻahu Food Systems Plan envisions Skyline station areas as hubs of food access, community resilience, and cultural connection. Through farmers markets, food distribution events, community planting days, and educational workshops, Skyline stations have the potential to become vibrant community spaces that foster pilina, connecting people to food, place, and one another.

This work is already underway through pilot projects at Honouliuli and Hōʻaeʻae Stations, with partners including the Resilience Office, Office of Economic Revitalization (OER), Department of Transportation Services (DTS), and other City agencies. This action is one of 71, and affirms the City's commitment to these efforts now and into the future and promotes cross collaboration between agencies.

Learn more about the draft Oʻahu Food Systems Plan and provide feedback by June 30, 2026, at resilientoahu.org/foodsystemsplan.
