More than 900 civilian and military personnel from 14 countries participated in Pacific Partnership,(PP16) a military exercise designed to provide Foreign Humanitarian Assistance and Disaster Relief (FHADR). PP16’s goal was to conduct Combined and Joint - Humanitarian and Civic Assistance (HCA) in SE Asia. Within the exercise, participating nations discuss collective and effective ways to respond to natural disasters in an effort to improve partnerships. All Partners Access Network assists exercise partners to collaborate and discuss solutions to prepare for such events as tsunamis, typhoons and earthquakes. Members of communities can utilize translation and chat tool, along with blogs and wikis. Situational Reports (SITREPS) are posted to media galleries for all community members to receive the same information at once. Various working groups were able to set up their own communities to organize information. U.S. Pacific Command Pacific Partnership exercise has used APAN since 2009.

Being prepared and knowing what to do in any disaster relief situation assists in real-world situations. All Partners Access Network (APAN) was utilized during Rimpac 2016 to assist hospitals and medical teams support the Humanitarian Assistance Disaster Relief scenario. Communications were posted to APAN to identify various situations. The fictional government of Griffon requested to establish health care services to the affected population within the exercise. The Hawaii Disaster Medical Assistance Team (HDMAT) responded to the post on APAN and set up a 50 bed mobile hospital with medical equipment on Ford Island. In coordination with the Regional Health Command-Pacific (RHC-P) patients within the simulation were moved to 19 hospitals in Hawaii by air, land and see. The scenario assisted in preparedness medical assistance region-wide. Access to the RIMPAC 2016 community was public. Other scenario participants included: Tripler Army Medical Center, Hawaii Disaster Medical Assistance Team, Healthcare Association of Hawaii, Veterans Affairs Pacific Islands Health Care System, Hawaii Disaster Aeromedical Staging Facility, the U.S. Army Health Clinic-Schofield Barracks, 15th Medical Group –Joint-Base Pearl Harbor-Hickam, Marine Corps Base Kaneohe, 18th Medical Command, U.S. Army Garrison-Hawaii, and 25th Infantry Division Combat Aviation Brigade. Mad Scientist, organized by the Army’s Training and Doctrine Command, provides continuous dialogue with industry, academia and various government entities specific to future operational innovation. The Mad Scientist community of interest, on All Partners Access Network (APAN), provides online collaboration using blogs, Adobe Connect, chat, and media galleries. The Mad Scientist unclassified community shares speaker presentations, newsletters, innovation trends and other information for various TRADOC G-2 Mad Scientist events.

In RIMPAC 16, All Partners Access Network (APAN) was the primary disaster relief information sharing platform for the numerous multinational militaries, non-government organizations and local state disaster agencies.

This year’s civilian participants include: Hawaii Disaster Medical Assist Team (HDMAT); Office of Foreign Disaster Assistance (OFDA); Civil-Military Coordination Center (CMCC); United Nations Office for Coordination of Humanitarian Affairs (US-OCHA); Commander Combined Task Force (CCTF); National Disaster Management Officer (NDMO) & OSD OUSD Policy.

Military participants include: Japan Maritime Self-Defense Force (JMSDF); US THIRDFLT Forces; Canada and various LNO’s from RIMPAC coalition countries.
