I am honored to continue to serve the people and State of Hawaii at the Legislature.

State and City Offices are closed today.

The City and County of Honolulu has opened eight hurricane refuge areas Saturday, August 15 ahead of expected severe weather associated with Tropical Storm Lala.

The hurricane refuge areas will open at 8 a.m. Saturday, August 15, at the following locations:

-Blanche Pope Elementary School
-Castle High School
-Kahuku Elementary School
-Kapolei High School
-Mililani High School
-Moanalua High School
-Nānākuli Elementary
-Roosevelt High School

The refuge areas will remain open as conditions warrant, officials said.

Hurricane refuge areas provide a safe place for residents and visitors who need temporary protection from severe weather.

If you plan to use a refuge area, bring your own food, water, medications, and other essential items whenever possible.

All locations are pet-friendly. Pets must be leashed or secured in a carrier, and owners are responsible for their pets and should bring food, water, and other necessary pet supplies.

The hurricane refuge areas will be operated in partnership with the American Red Cross, with support from City and County of Honolulu departments.

TheBus may provide evacuation service from affected areas where conditions allow. Buses providing evacuation service will be clearly marked with “Evacuation” signage, and no fare will be required.

Individuals needing transportation should flag down the driver to request evacuation assistance. Animals are permitted onboard as long as they can be safely secured or seated and do not interfere with the safety or comfort of other passengers or the driver.

Tropical Storm LALA is out in the Pacific, and we need to keep an eye on it!

Key Messages from The National Hurricane Center:

1. Lala is forecast to strengthen and it could be near hurricane
strength when it approaches the Big Island of Hawaii by early
Saturday. A Hurricane Watch is in effect for the island, and a
Hurricane Warning could be required later today. Winds are
expected to be the strongest in areas of higher terrain.

2. Heavy rainfall associated with Tropical Storm Lala will begin to
impact the Big Island Friday, spreading westward across the
remainder of the island chain during the weekend. This rainfall may produce life-threatening flooding and mudslides, especially in areas of steep terrain.

3. Large and dangerous waves, especially on the Big Island, are
expected this weekend, with the greatest impacts along the southern shores. This prolonged period of heavy surf may cause localized coastal flooding and significant beach erosion.

4. Interests elsewhere in Hawaii should monitor the progress of
Lala, and Tropical Storm Watches could be required later today or Friday.

Hurricane Fausto is out in the Pacific, and we need to keep an eye on it. As of 5:00PM Friday, July 24, it is still too early to say if Fausto will directly affect Hawaii with heavy rain or strong winds.

Key Messages from The National Hurricane Center:

1. Although Fausto is expected to weaken as it approaches the Hawaiian Islands early next week, uncertainty remains regarding its exact track and intensity. The current forecast brings the center just north of the islands, but a track farther south would result in a greater risk of stronger winds and heavier rainfall. Interests across Hawaii should continue to monitor the progress of Fausto.

2. Confidence is high that swells generated by Fausto will reach the Hawaiian Islands well in advance of the cyclone, producing increasing surf and dangerous rip currents. Surf is expected to begin building across east-facing shores of the eastern end of the state on Sunday, spreading westward Sunday night into Monday, and continue building through Tuesday as Fausto approaches and moves into the area.

Aloha, everyone.

I wanted to share an important update about Centennial Park Waikīkī. Thanks to the contributions by the Rotary Club of Honolulu and Rotary Foundation improvements are continuing next week with the construction of new perimeter fencing.

This renovation project has always been part of the park's long-term vision. Beginning Monday, July 27, 2026, the crew will begin by removing the existing chain link fence and installing new, sturdy metal fencing atop an exterior rock wall. This will improve security during overnight hours, and preserve the park for everyone to enjoy for years to come.

The park will close for approximately three-months during renovation. The project is expected to be finished, and the park reopened for public use, by the end of October 2026. Interior park maintenance and volunteer assistance is expected to continue during the closure.

We know Centennial Park has become a special gathering place for residents and visitors alike, and we appreciate your patience as we complete this important improvement.

This morning, Senator Sharon Moriwaki and Representative Adrian Tam toured Ala Wai Small Boat Harbor with representatives from DOBOR, DLNR enforcement, the Waikiki Business Improvement Association, and boaters.

The meeting was productive as we discussed needed improvements to the Ala Wai Boat Harbor.

Here are some of the main takeaways:

Locks for all security gates to ensure that liveaboards and boat owners are safe and free from vandalism.

Better debris clean up.

Amend regulations and cut red tape to dispose of abandoned boats .

With Act 72 in law, the State is in the process of putting out a request for proposals for a public-private partnership to manage the Ala Wai Boat Harbor.

Overall, the meeting was productive and we walked away with solutions and ideas on how to improve the area.

Traffic Advisory 🚨 🚗

Aloha. Please be advised that Kalakaua Ave from Kaʻiulani to Kaimana Beach will be closed for vehicular traffic from 7:00pm to 9:00pm to accommodate the large number of pedestrians expected for Waikiki for the fireworks and this year’s America 250 celebration.

Today, the U.S. Supreme Court’s decision on Wolford v. Lopez is short sighted, disappointing, and will undermine efforts we have made to increase public safety in Waikiki.

According to the Violence Policy Center, Hawaii has the lowest gun death rate in the nation as a result of the laws we put into place.

I remain committed to working with Waikiki residents, community leaders, and state stakeholders to navigate the impacts of this decision and to ensure we continue protecting our communities, residents, and visitors from gun violence.
