City of Holyoke Office for Community Development

Notice of Availability of FFY2026 Community Development Block Grant Proposal Applications

On December 30, 2025, the City of Holyoke Office for Community Development will release the FFY2026 Community Development Block Grant (CDBG) Proposal Application and Materials for funding of activities in the City of Holyoke to benefit low and moderate income persons or low and moderate income areas. Eligible activity categories include Public Services, Public Facilities, Housing, Infrastructure, and Economic Development.

Application materials, requirements and guidelines are available from the Office for Community Development, online at www.holyoke.org, or on Facebook .

Activities or programs that have not been previously funded with CDBG should be reviewed with OCD staff prior to submitting an application to ensure HUD eligibility.

OCD staff are available to meet virtually with all potential applicants to provide technical assistance with proposal development. Please note that the FFY2026 Applications have been revised from previous versions. Application forms from previous years will not be accepted.

Direct assistance to individuals or families is not provided by this application process.

FFY2026 funding will be for activities from July 1, 2026, through June 30, 2027. The City of Holyoke CDBG Allocation has not yet been released by HUD.

Please consult the 2026 Annual Plan Development Calendar for all dates and opportunities to provide public input. Application materials are available in alternative formats or other languages by request.

National Community Development Association

Congratulations to our City of Holyoke City of Holyoke Office for Community Development Alicia Zoeller for receiving the Paul Poulos Achievement Award from the New England chapter of the National Community Development Association (NCDA)!

For all of its advantages and opportunities, my hometown of Holyoke deals daily with struggling individuals and families...people struggling with homelessness, addiction, poverty and other social determinants of health disparities.

With all the challenges, Alicia is used to fighting for every inch of progress. She knows what it looks like when someone shows up year after year, through recessions, and recoveries, through changes in federal funding and shifts in political winds…she still finds a way to get families into safe, affordable homes, to turn vacant lots into places where kids can play, and to make sure that economic growth actually reaches the people who have been waiting the longest.

That is what Alicia does every day. She has been the steady hand, the strategic mind, and very often the moral compass guiding some of our city’s most impactful housing and revitalization initiatives. With all the uncertainty happening in our city, the country, and the world, she still finds time to roll up her sleeves when a family needs help. Paul Poulous believed that community development was about more than bricks and mortar, it’s about dignity, opportunity, and chances. Alicia, she has spent her career proving he was right and then taking his vision even further.

On behalf of the City of Holyoke, I thank the New England Chapter of the National Community Development Association for their recognition of a professional who is dedicated to the least, the lost, and the left out. Congratulations Alicia!

The 2025-2026 City of Holyoke Opioid Abatement Fund- Grant Application Packet is available at the City of Holyoke Opioid response webpage (www.holyoke.org/opioid-response). This application is intended for organizations proposing activities, programs, or projects that address opioid use and its impacts within the City of Holyoke. Submissions will be reviewed for eligibility to receive support through opioid litigation settlement funds. Proposed initiatives should aim to prevent opioid misuse, reduce harm, support recovery, or otherwise improve health and wellbeing in the Holyoke community in alignment with allowable uses of the settlement funds.

Applications are due by 3:00 pm EST on January 9, 2026.

Applications must be submitted using the GoogleForm link and supporting documents must be submitted in hard copy to the Office for Community Development.

Please review all linked documents and the Application Packet in its entirety before beginning the GoogleForm We also suggest viewing the training video for additional application guidance.
