The Hobart Village Board started the process to establish a one (1) year moratorium on the development of any data center in the Village. At its Tuesday June 16th meeting, the Board reviewed a proposed ordinance (https://www.hobartwi.gov/_files/ugd/644190_bb5a9aa65165405e822b80cc266175f2.pdf) that would create the moratorium allowing time for the Village to draft and approve an Ordinance to regulate any such development through the Village’s Zoning Code. The ordinance was forwarded to the Planning and Zoning Commission for a review and recommendation at their July 6th meeting. The Village Board will hold a public hearing on the proposed ordinance at its July 7th meeting (6 PM – Village Office), before taking final action. The Board did approve one ordinance (https://www.hobartwi.gov/_files/ugd/644190_8c99907531a043f4a1c630672b942e36.pdf) at the meeting, one that would prevent property owners from altering the landscaping or topography of their property in a manner that would negatively impact the proper flow of stormwater or impact adjacent properties and give the Village the authority to address, correct, or rectify any drainage issues that are adversely impacting other properties in the Village.

In two items related to road repairs in the Village, the Board approved an agreement with Brown County regarding Conrad Drive. The Village plans to resurface Conrad Drive (from Packerland Drive, west to the end of Conrad Drive), with the initial plan being to install four inches of new asphalt. There was an optional plan to increase the new install to five and one-quarter inches, the cost being an additional $37,820. Brown County and Austin Straubel International Airport have agreed to pay for the additional asphalt, and the Board voted to approve the agreement. The Board also approved a contract to repair a portion of Brookwood Circle. Two quotes were received to pulverize and repave approximately 970 feet of Brookwood Circle between N. Pine Tree and Melanie Lane that was damaged from the spring flooding. MCC was the winning quote ($53,473.20).

Please take notice that the Village of Hobart has enacted the following ordinance:

• ORDINANCE 2026-08 (AN ORDINANCE AMENDING SECTION 7 (STORMWATER MANAGEMENT STANDARDS) OF ARTICLE 1 (STORMWATER RUNOFF) OF CHAPTER 150 (EROSION CONTROL AND STORMWATER MANAGEMENT)) - The purpose of this Ordinance is to prevent property owners from altering the landscaping or topography of their property in a manner that would negatively impact the proper flow of stormwater or impact adjacent properties and to give the Village the authority to address, correct, or rectify any drainage issues that are adversely impacting other properties in the Village.

The ordinance, in its entirety, may be obtained or reviewed at the Office of the Village of Hobart Clerk at 2990 South Pine Tree Road, Hobart, Wisconsin, Phone: (920)869-3802. The Hobart Village Board will hold the following Public Hearing on Tuesday July 7th 2026 at 6:00 p.m. at the Village Office (2990 South Pine Tree Road, Hobart WI 54155) for the purpose of gathering input on the following:

ORDINANCE 2026-07 (AN ORDINANCE CREATING ARTICLE ###VI (TEMPORARY MORATORIUM ON DATA CENTER DEVELOPMENT) - The purpose of this Ordinance is to create a one (1) year moratorium on the development of a Data Center in the Village of Hobart, allowing time for the Village to draft and approve an Ordinance to regulate any such development through the Village’s Zoning Code.

The materials for the hearing will be available on the Village website at www.hobartwi.gov/village-board and at the Village office for public inspection starting June 17th 2026 during regular office hours. Office hours are Monday through Thursday from 7:30 a.m. to 4:00 p.m. and Friday from 7:30 a.m. to 11:00 a.m. The Village Board will take comments from the public and act on the proposed item at the board meeting immediately following the public hearing.

Best chance for rain will move through the region today with most of the area expected to see some showers at some point during the day. A few thunderstorms will mix in during the afternoon. A few additional showers are possible Thursday but these will be more 'pop-up' in nature. The next chance for showers and storms then holds off until Sunday.

Invasive Species Awareness Weekend is on Saturday, June 20 and Sunday, June 21 and this Snapshot Wisconsin trail camera photo of a woodchuck in Jefferson County shows an example of a widespread invasive plant called garlic mustard.

Invasive species are non-native species that harm our native ecosystems; garlic mustard, for example, spreads quickly and will crowd out Wisconsin’s native flora.

While Snapshot is a volunteer-powered trail camera project that aims to collect data on wildlife, images of invasive species inevitably appear as well.

Garlic mustard is a biannual plant, meaning it has a two-year life cycle. In the second year of growth, it produces small white flowers. If you look closely, you can see one of these flowers framed by the woodchuck’s body. Garlic mustard flowers become seeds and to avoid the potential for seed spread; the plant’s shallow roots can be hand pulled.

VILLAGE BOARD MEETING PREVIEW - JUNE 16, 2026 (Data Center Moratorium, Storm Water Management Standards, Repairs to Conrad Drive and Brookwood Circle)

The Hobart Village Board, at its Tuesday June 16th meeting (6:00 PM - Village Office) will consider an Ordinance which would create a temporary moratorium on the development of a Data Center in the Village. There has been considerable interest and discussion over the past several months over the potential of data centers being constructed across Wisconsin and, more specifically, in Brown County. While the Village is not aware of any concrete interest in constructing such a facility in Hobart, we are aware of anecdotal evidence that there may be some inquiries being made about purchasing land for such a project. With concerns over the impact on infrastructure, the Village’s power and water systems, and the quality of life throughout the community, this proposed Ordinance would not put an end to any consideration for a Data Center in Hobart. It would simply allow for time to craft a thoughtful and comprehensive Ordinance for consideration over the next twelve (12) months. Staff is recommending the Ordinance be forwarded to the Planning and Zoning Commission for a review and recommendation. It also recommending a Public Hearing be held on the Ordinance at the July 7th Village Board meeting. The Board will also consider another Ordinance, dealing with Storm Water Management Standards. The purpose of this Ordinance is to prevent property owners from altering the landscaping or topography of their property in a manner that would negatively impact the proper flow of stormwater or impact adjacent properties and to give the Village the authority to address, correct, or rectify any drainage issues that are adversely impacting other properties in the Village.

The Board will also consider a change to the upcoming Conrad Drive road project. The Village plans to resurface Conrad Drive (from Packerland Drive, west to the end of Conrad Drive), the initial plan being to install four inches of new asphalt with an optional plan to increase the new install to five and one-quarter inches, the cost being an additional $37,820. Brown County and Austin Straubel International Airport have agreed to pay for the additional asphalt if the Village agrees to not impose any vehicle weight limits or any limit on the type of vehicles that may use the road.

The Board will award a contract to repair Brookwood Circle. Staff received two quotes to pulverize and repave the approximate 970’ section of the road between N. Pine Tree and Melanie Lane damaged from the March flooding. Staff is recommending the approval of the quote from MCC for $53,473.20. Funding would come from the Storm Water Reserve.
