Today, I had the honor of attending the Commonwealth Public Safety Memorial Ceremony at Capitol Square in Richmond. It was a deeply moving and solemn occasion as we gathered to pay tribute to the fallen heroes who dedicated their lives to protecting our communities.

Seeing the name of Carroll County’s own Logan Utt etched onto the memorial wall is a powerful reminder of his ultimate sacrifice and the enduring legacy he leaves behind. We will never forget his service or the sacrifice made by his family.

I was also incredibly proud to see one of our own Carroll County deputies standing tall in the honor guard today to help pay tribute to the fallen.

It was a privilege to be present today, to honor Logan, and to stand alongside brothers and sisters in public safety from across the Commonwealth.

We carry their memory with us always.

Twenty five years later, we remember September 11, 2001, and the 2,977 lives that were lost that day.

We remember the families who were forever changed and the first responders who showed incredible courage and sacrifice.

We will never forget those we lost, those who served, and the unity and strength of our nation during one of the darkest days in our history.

May we always remember.

Tonight was about much more than football. It was a night of remembrance, honor, and community.

As we approach the 25th anniversary of September 11, 2001, the Carroll County Cavaliers and Galax Maroon Tide came together to honor all of our local first responders and to remember two Carroll County deputies who made the ultimate sacrifice, Deputy Curtis Allen Bartlett and Deputy Logan Utt.

Before the game began, the families of our fallen deputies were honored at midfield. It was a powerful and emotional moment, and a fitting tribute to the families who have carried their loved ones’ legacies forward.

I was also deeply touched to see the Carroll County coaches wearing shirts displaying “121,” the badge number of Deputy Logan Utt. That simple number carries tremendous meaning to our office and to everyone who knew Logan. It is a reminder that although he is no longer with us, he will never be forgotten.

Thank you to Carroll County Public Schools, Carroll County High School, the City of Galax, Galax City Public Schools, the Galax Maroon Tide, Athletic Director, Head Coach Seth Greer, all of the coaches and athletic staff, the students and athletes, and everyone who helped make this special evening possible.

Most of all, thank you to the people of Carroll County and Galax for coming together to honor our first responders, remember September 11th, and pay tribute to Curtis and Logan.

This is what community is about.

We remember. We honor. We never forget.

**Press Release**

On August 31, 2026, at approximately 3:30 a.m., the Carroll County Sheriff’s Office received information that a victim had arrived at Lewis Gale Hospital in Pulaski, Virginia, suffering from a gunshot wound.

Investigators with the Carroll County Sheriff’s Office Criminal Investigations Division and patrol deputies responded and began an investigation. As a result of the investigation, a warrant was issued for Arless Dalton Jr. for Malicious Wounding.

Mr. Dalton was located in Dublin, Virginia, and is currently in custody. The Carroll County Sheriff’s Office believes this to be an isolated incident.

Mr. Dalton is presumed innocent until proven guilty in a court of law.

The Carroll County Sheriff’s Office would like to thank the Virginia State Police, Pulaski Police Department, and Dublin Police Department for their assistance.

Due to the sensitive nature of this case, no further names or information will be released at this time.

Today, we mourn the passing of Sheriff Steve Draper of the City of Martinsville.

Sheriff Draper served as Sheriff since 1994, giving more than 30 years of his life to serving the citizens of Martinsville and the law enforcement profession.

As a fellow Virginia Sheriff and colleague, my thoughts and prayers are with his family, friends, the men and women of the Martinsville Sheriff’s Office, and the entire Martinsville community during this difficult time.

Sheriff Draper dedicated his life to serving his community, and his many years of service will not be forgotten.

Rest in peace, Sheriff Draper. Thank you for your service.

As students across Virginia prepare to head back to campus, the Virginia Sheriffs' Institute is proud to support the next generation of public safety professionals.

Congratulations to Carroll County's Laiken Burnett, recipient of a 2026-27 Virginia Sheriffs' Institute Scholarship. Carroll County Sheriff's Office Kevin Kemp recently presented Laiken with her $1,000 scholarship as she prepares to pursue a career in law enforcement.

We wish Laiken and all students a successful, safe, and rewarding school year!
