DATA CENTER UPDATE: Recently some information from an open records request regarding data centers has been shared with the public. In the interest of transparency, attached is the full email chain that provides additional context. The full record verifies that the data center project has not provided, and the City has not agreed to, a specific amount of water. As has been stated, the specifics will be worked out during the due diligence period currently underway and would require the City's agreement.

Tonight's agenda includes board appointments, downtown market event policies, historic preservation updates, and public hearings on proposed ordinances to increase water, wastewater, and trash service rates.

As we work to improve access to public meetings, we're also testing brand-new livestreaming equipment tonight. We're excited to offer this option, but please bear with us if we experience a few technical hiccups along the way.

WATER/SEWER RATE UPDATE: At its meeting Tuesday night, June2, Council will consider water and sewer rate increases. Last year we predicted a water rate increase of approximately 15% for 2026, and Council will begin consideration this week. Sewer rates, which have not significantly changed in decades, will also be considered - likely to include a small rate increase but primarily to remove the 12,000 gallon cap on wastewater charges. Residential trash rates are also increasing 5%. Council will consider a proposal that would, when combining all three increases, raise the bill of a residence using 2000 gallons/ month by $10.50. Action is needed to raise revenues to pay for water line projects and cover a shortfall of sewer revenues. The meeting will be held at Historic City Hall at 6:00 PM.

DATA CENTER UPDATE: Staff is working to answer questions from the Community Forum on Data Centers on April 28.
Question: will the city go to visit other projects? Answer: the Hillsboro EDC has already conducted some site visits, but the City and EDC will be scheduling additional site visits including staff and board/ Council members.
Question: Is this really a 300-acre project or does Provident have additional acreage to make this bigger? Answer: Staff reached out to the Provident team on April 29 and they responded that they did not have any additional land agreements.
Question: what’s going on with other nearby properties? Answer: staff reached out to adjacent property owners and received no comments.
Question: Is the city talking to other data center projects? Answer: the City of Hillsboro hasn’t been directly approached by another data center company, but if you broaden the question to include the Hillsboro EDC, we/they have been approached by a variety of data center concepts. With the exception of Provident, those conversations have not moved beyond conceptual.
Question: will the city coordinate with Hill County? They have been considering these issues as well. Answer: City and EDC staff have met with County officials to discuss policy coordination and will continue meeting and coordinating with them.
There are many more questions to explore before the project can be fully evaluated, and no final decisions will be made until after that point.
