At our regular monthly meeting on March 10th David Weatherly stepped down as Levee Board President. Doug Voorhees was elected to fill the position. David resigned from the position so he could focus on his duties as Financial Services Officer at Farm Credit Mid-America.

All the members of the Fulton County Levee Board attended the 79th annual Mississippi Valley Flood Control Association meeting in New Orleans the first week of December. Greg Curlin, director of the Hickman-Fulton County Riverport, and Johnny McTurner, Hickman City Manager also attended.

Several Corp of Engineers officers spoke including Lt. General Thomas Bostick, Chief of Engineers. Senator David Vitter from Louisiana and Senator Roger Wicker from Mississippi also spoke. One of the main topics covered was the FFRMS (Federal Flood Risk Management Standards) which have been developed by President Obama's administration without public input. He plans to implement these new standards, which would have a profound effect on people protected by levees, by signing Executive Order 11988 before the first of the year. Senator Thad Cochran from Mississippi has written a letter asking the President not to sign the order, but rather invite input from the public, including those that specialize in flood control. The Mississippi Valley Flood Control Association plans to draft a letter in support of Senator Cochran's position and ask its members to forward that letter to their respective senators and congressmen.

While in New Orleans David Weatherly, Greg Curlin, and Johnny McTurner visited the Riverine Fisheries International factory ship that will eventually dock in the Hickman harbor and process Asian carp into food products. Joe Gillas, President of Riverine gave us a tour of the vessel and described the work that has been, and will continue to be done to prepare the ship for the journey up river.

Recent heavy rains have caused the NWS to forecast that the river will reach 36.3 feet on the Cairo gauge on Monday, October 20 before it begins to fall again. This will cause flooding in some low lying areas where soybeans are still in the field. Only cropland should be effected. Thanks to the assistance we received from the Memphis District Corp of Engineers and Congressman Ed Whitfield TVA has agreed to temporarily slow the flow of water through Kentucky & Barkley Dams to help mitigate the damage. If the crest can be held below 35 feet on the Cairo gauge damage to crops should be minimized. Many thanks go out to TVA, the Corp, and Congressman Whitfield. The livelihoods of many farmers and landowners depend on harvesting the crops in these low lying areas.

The Relief Well Project is finished. Here are a couple of pictures of one of the relief wells. This is well 37, it sits right in the middle of the area where we placed most of the sandbags during the flood of 2011. I added a couple of pictures I took of that same area during the flood fight. There are 112 relief wells in all. Thanks again to all who contributed during the flood fight, to all the farmers and landowners that sacrificed to see these wells installed, and to the members of the Levee Board for all they have done.

The river is projected to crest at 49 feet on Friday. It is against our levee and several of the relief wells are flowing. Seeing the water against the levee brings back bad memories of 2011. I hope the rain subsides for a while and lets the river get back into it's banks.

The river is at 46.9 feet on the Cairo gauge. They are showing the crest at 48.0 feet on Friday, but I expect them to revise that up if we get more rain. This video shows one of the relief wells running even though they are not yet finished. There are two wells currently running in the lowest area near where all the sand boils were in 2011.

Allen and Slick Parker operating excavators cleaning out the Lake #9 Pump Station ditch for the Levee Board. This cleanout along with ditch work to be done as a part of the Island #8 relief well project will improve drainage in the levee district. Contractors began drilling test holes for the relief wells today, they plan to start clearing trees on the largest ditch next week.

The Levee Board met with members of the Mississippi River Commission and General Peabody, commander of the Mississippi Valley Division of the US Army Corp of Engineers on the levee today to discuss the Island 8 Relief Well Project. The Motor Vessel Mississippi will be docked in Tiptonville Tn tomorrow morning. A public meeting will be held at 9 am where individuals and local officials will bring their concerns before the MRC.
