Why not just fine the parents if the student doesn't show up, leaves without permission, and/or skips? Stop using police to do the job of parent and/or Teachers! This puts a strain on city resources.
Each class should take attendance. And report attendance to the main office who makes an automatic call to the parents. Those that don't respond will get a mailed invoice and will need to update their numbers! They only get 1 chance to not respond to the automatic phone call.
Kids can do in school suspension after school or on weekends!
