Morrow County Community Assistance Grant Program formed to provide transparent and equitable access to grant funding

HEPPNER, Ore. (March 30, 2026) – In an effort to improve transparency and access to County funding for non-profit, community organizations, the Board of Commissioners created the Community Assistance Grant Program. The program establishes a specific amount of discretionary funds to go to assist funding for organizations, projects, and events that are vital to the communities in Morrow County.
Matt Jensen, County Administrator explains, “The County has always been very active in funding community needs and events. This program formalizes an open and transparent method that non-profits and other community groups can request funds. This openness is one of the initiatives that the Board of Commissioners adopted in the 2026 Strategic Plan.”
Organizations are encouraged to apply for the grants which will be evaluated by a five-member committee and scored on a preset metric. The committee will prioritize the projects and make recommendation to the County Administrator and Finance Director who will assign available funds. A final recommendation is then presented to the Board of Commissioners for ratification.
To help facilitate this program, several files have been created to help with grant applications. These can be found at www.morrowcountyor.gov/administration/page/community-assistance-grant-program. The first deadline for this program will be Friday, April 17, 2026 and applications should be sent in email format to [email protected]. Awarded funds will be available after July 1, 2026.
