Important Update Regarding Utility Payment Convenience Fees

Beginning soon (estimated to be 8/11/2026), the City of Hemphill will be changing the convenience fee charged for credit and debit card utility payments made either online or in person.
The City has charged a flat $3 convenience fee for card payments. Unfortunately, that fee no longer covers the actual processing costs charged by the payment processor. As a result, the City has been absorbing thousands of dollars in additional credit card processing expenses each year.

To ensure that utility customers who choose other payment methods are not subsidizing the cost of card transactions, the convenience fee for card payments will change to 3% of the transaction amount. This adjustment is intended solely to recover the actual cost of processing card payments—it is not a revenue-generating fee for the City.

We want to remind customers that there are still several convenient, no/low-cost payment options available:
No additional fee:
• Cash
• Check
• Money Order
• Checking Account Draft (Auto Pay)

Online eCheck: Only $1.95 per transaction.

We encourage customers to consider these options if they would like to avoid or minimize payment processing fees.

The City of Hemphill is committed to being a good steward of public funds while continuing to provide convenient payment options for everyone. We appreciate your understanding and thank you for allowing us to serve you.
