- Approval of minutes of the Joint Meeting with City Council and EDC Board dated 10.01.2026.

- Approval of Helotes EDC FYE 26 Revenue & Expense Report dated 09.30.2026.

- Approval of Helotes EDC FYE 26 Investment Report dated 06.30.2026.

-Approval of Helotes EDC Investment Policy and Strategy for FYE 2027.

- Ratification of Helotes EDC Lease Agreement dated 9.29.2026.

Individual Consideration:

- Discussion, direction, and possible action regarding Key Actions from October 1 Joint Meeting on
Strategic Alignment with the City Council.

- Discussion, direction, and possible action regarding Helotes EDC Grant Programs for Retention and
Expansion of Existing Businesses including:

This evening, Thursday, October 22, the Helotes Economic Development Corporation (Helotes EDC) will recognize sculptors Michael O’Brien and Esther Benedict for their artistic contributions to Old Town Helotes.
The recognition will occur during an evening mixer of the Helotes Area Chamber of Commerce and is to be hosted by the Helotes Art Gallery located 14391 Old Bandera
Road, Helotes, Texas 78023. The event will be held from 4 to 6 p.m.

“We are so honored to have such remarkable artwork on display in Helotes,” said Helotes EDC Executive Director Kate Silvas. “In August, the Helotes City Council
approved a proclamation recognizing August 2026 as American Artist Appreciation Month. It was at that time that we began working with the Helotes Art Gallery to look at how we could celebrate these remarkable artists and their work.”
“October 25 is International Artist Appreciation Day,” Silvas said. “We believe it is an appropriate time to take this opportunity to say thank you.”

Between 2022 and 2024, the Helotes EDC paid for the public installation of art in Old Town Helotes. These public art installations include a large statue by Esther Benedict titled “Western Dance,” which depicts a rustic cowboy lassoing a steer. Benedict’s work is
prominently visible in the traffic circle of Old Town Helotes. Plaque installation for Benedict’s work is currently pending.

Installation of public art in Old Town also includes four statues by artist Michael O’Brien, titled “Clouds,” “Rain,” “Water,” “Karst,” a series of metal sculptures depicting the
cycle of water in South Texas. The event will feature a public unveiling of
plaques on O’Brien’s installations which describe each individual statue.

“We are certainly proud of these artists and how they have contributed to the life of our community,” said Kimberly Verity, owner of Helotes Art Gallery. “We are looking forward to ways in which our community can continue to celebrate art in meaningful ways.”

“We are very blessed to be working in constant collaboration with all of our
stakeholders in the Helotes area,” said Brad Graves, Chairman of the Helotes Area Chamber of Commerce. “Our work together is just one reason of many why Helotes is a
great place to live, play, shop, and do business.”

The Helotes EDC is a Type B Economic Development Corporation created in 2003 by voters in Helotes. The Helotes EDC drives strategic growth to strengthen Helotes’ economy, expand the tax base, and create quality job opportunities.

The October 21, 2026 Regular Meeting of the Helotes Economic Development Corporation of Directors is canceled due to Helotes City Hall being an early voting site for the November 3 general election.

The HEDC Board of Directors will meet at 7 p.m. on Wednesday, October 28, 2026 at the Helotes EDC Business and Visitors Center at 12682 Old FM 1560, Suite 105, in Helotes.
