Proposition S on the April 2nd Ballot is a regressive, unfair fee on Hannibal residents and small businesses.

$12 per month per residential electric meter--regardless of it being a 1 bedroom apartment or a small house with a driveway.

$110 per month per small commercial electric meters--regardless of it being a small house or a 3 story building with a parking lot.

Stormwater fees or funding should ONLY be calculated by the amount of nonpermeable surfaces on a property. That can be calculated using today's GPS tools and would assure a fair funding method.

While we need a Stormwater funding method to repair and address decades of neglected damage across our city, we need a FAIR method to assess fees across the board.

The proposed Proposition S on the April 2nd Ballot is a blatantly unfair, simplistic method, laying the largest cost percentage per household or business on the smallest and least able to afford it.

Why should a home with a driveway in a subdivision pay the same fee as someone living in a 1 bedroom apartment, parking on the street, when there is NO comparison to the amount of stormwater run-off between the two?

Vote NO on April 2nd and ask our City Council to create a FAIR method, determined by each property's nonpermeable surfaces.
