Consolidated Annual Performance & Evaluation Report FFY 2025 (CAPER)

In accordance with Title I of the National Affordable Housing Act, the City of Hagerstown has prepared its Draft FFY 2025 Consolidated Annual Performance and Evaluation Report (CAPER), which summarizes the City's performance under the Community Development Block Grant (CDBG) Program and its progress toward meeting the goals and priorities identified in the Consolidated Plan.

The Draft FFY 2025 CAPER will be available for public review from August 25, 2026, through September 9, 2026, at the following locations:

•City Clerk's Office
City Hall, 2nd Floor
1 E. Franklin Street
Hagerstown, MD 21740

•Department of Housing & Community Development
14 N. Potomac Street, Suite 200A
Hagerstown, MD 21740

The draft report will also be available online at https://www.hagerstownmd.org/1828/CDBG-Plans-Reports.

The City intends to submit the FFY 2025 CAPER to the U.S. Department of Housing and Urban Development (HUD) on or about September 10, 2026. Interested persons are encouraged to review the draft report and submit comments. Written comments must be received by September 9, 2026, and may be mailed to the Department of Housing & Community Development or emailed to [email protected].

Individuals wishing to review the CAPER in an accessible format or requiring reasonable accommodation should contact the Department of Housing & Community Development at (301) 739-8577, Ext. 134. 📢 Maryland Renters & Property Owners — You May Qualify for a Tax Credit!

First-time applicants must submit a copy of their lease or rental agreement, have rented their home for more than six months in 2025, and meet the program’s eligibility requirements.

In 2024, 5,636 Marylanders received this credit, with an average benefit of $364.
