Structural Collapse Incident β 1015 Rose Hill Avenue

HAGERSTOWN, MD β At approximately 2:35 p.m., the Hagerstown Fire Department and allied emergency services agencies were dispatched to 1015 Rose Hill Avenue for a reported building collapse with multiple people trapped.
The incident occurred at a church currently under construction. According to information gathered on scene, construction crews were in the process of setting wooden trusses when workers heard cracking noises and began evacuating the structure. During the collapse, two workers became trapped within the debris.
Hagerstown Fire Department units arrived to find a large structure under construction with a significant collapse and an initially unknown number of injured workers. Due to the complexity of the incident, the response was quickly expanded to bring additional fire, rescue, and EMS resources to the scene.
Initial arriving crews immediately began assessing the structural stability of the remaining building while simultaneously locating and accessing the trapped workers. The two trapped patients were partially self-extricated from the collapsed materials prior to emergency crews reaching them. Their locations within the debris field allowed rescuers to rapidly stabilize injuries, package the patients, and safely remove them from the collapse area.
Throughout the incident, emergency personnel continued structural assessments while conducting accountability, triage, and evaluations of all workers operating on the construction site.
Both trapped workers were removed from the collapse area within approximately 15 minutes of fire department arrival.
In total, three patients were evaluated as a result of the incident. One individual declined transport to the hospital. The two workers removed from the collapse debris were transported to Meritus Medical Center with serious, but not believed to be life-threatening, injuries.
βThis incident highlights the importance of rapid coordination, scene management, and strong interagency cooperation,β said Deputy Fire Chief Adam Hopkins of the Hagerstown Fire Department. βCrews from across Washington County worked together quickly to stabilize a dangerous scene, access the trapped workers, and bring the incident to a successful outcome.β
The incident required a coordinated multi-agency response involving fire, rescue, EMS, and law enforcement personnel from across the area. The Hagerstown Fire Department would like to recognize the collaborative efforts and professionalism demonstrated by all responding agencies during this incident.
The Maryland Occupational Safety and Health Administration (MOSH) responded to the scene and is actively investigating the cause of the collapse.
