City of Guthrie Announces Construction Start for Owen Field Expansion Project

Guthrie, Oklahoma (June 2026) – The City of Guthrie is pleased to announce that construction will officially begin on June 19, 2026, for the long-awaited Owen Field Sports Complex Expansion Project.

Funded in part through a Land and Water Conservation Fund (LWCF) Grant awarded through the Oklahoma Department of Tourism and Recreation, the project has progressed through years of planning, design, and approvals and is now moving into the construction phase. The project was competitively bid in accordance with the Public Competitive Bidding Act and bids were awarded at the May 19, 2026 City Council meeting.

The project construction timeline will last approximately 245 calendar days with a completion date in February 2027, weather permitting.

"We are proud to partner with the City of Guthrie and the community on a facility that will serve stu
dent-athletes, families, and fans for generations," said Aaron Stoops of Crossland Construction. "This project represents more than a new field—it is an investment in the future of Guthrie and the opportunities athletics create for young people."

The project includes:
• Three new softball/baseball fields
• An ADA-compliant concession and restroom facility
• Irrigation connections at each field
• A new entryway from State Highway 33
• ADA-compliant parking serving all fields

"The start of construction marks an exciting milestone for Guthrie," said City Manager Faulkner. "We are grateful to the Sports Field Task Committee, CIP Committee, and the past and current Mayors and City Council members whose vision, dedication, and support helped bring this project to life. This investment will benefit Guthrie families and athletes for generations to come."

City of Guthrie City Clerk/Treasurer Earns Advanced Investment Management Certification

GUTHRIE, Okla. — The City of Guthrie is pleased to announce that City Clerk/Treasurer Kim Biggs has earned the Advanced Certified Public Funds Investment Manager (ACPFIM) designation from the Association of Public Treasurers of the United States and Canada.

The ACPFIM certification recognizes advanced expertise in public funds investment management, including portfolio analysis, investment strategy, risk assessment, and financial stewardship. To earn the designation, participants must complete specialized coursework and pass a comprehensive examination.

Kim’s dedication to professional development strengthens the City’s financial operations and reflects our commitment to responsible management of public resources.

“Kim is consistently pursuing continuing education and seeking ways to maximize her role with the City of Guthrie. Yesterday, the City of Guthrie announced the award of $1.489 million in state funding for critical water main replacements that will improve service across the community while directly benefiting more than 100 homes through targeted water line replacements.

The funding was secured through the advocacy and support of Senator Chuck Hall and Representative Collin Duel and recognized by the Oklahoma Water Resources Board. The investment will support the replacement of aging water lines in multiple neighborhoods, addressing long-standing infrastructure needs.

The project includes eight priority water main replacement areas, with engineering set to begin immediately and construction expected to follow later after the competitive bidding process.

City Manager Faulkner also recognized Public Works Director Tenny Maker and Line Maintenance Superintendent James Hoel for their work in preparing project documentation and assisting in securing the funding.

This investment represents more than infrastructure; it reflects a commitment to Guthrie’s future. By replacing aging systems today, the city is ensuring safer service, stronger neighborhoods, and a foundation for growth that will serve residents for generations to come.

We want to remind everyone, even after the passage of the Rockets Red Glare Act, the City of Guthrie fireworks ordinance is still in effect.

The ordinance in part requires a permit to be purchased, and displayed, and restricts the dates and times that you can lawfully discharge fireworks within City limits.
