Under administrative direction, the City Clerk supervises and coordinates the programs and activities of the City’s Clerk’s Office, including maintaining responsibility for the City’s Seal, as well as has responsibility for municipal elections, oversees the City’s municipal codes, issues various licenses and permits, oversees public records requests, coordinates with the City’s Legal Department regarding service of process on the City, is responsible for City asset management and inventory, assists with records and procurement of property insurance for City assets and maintenance of records relating to the same, serves as a member on the City’s water grievance committee and coordinates hearings relating to the same, and is the custodian of the official records of the City’s municipal records.

Essential Job Functions
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following (other related duties may be assigned):

• Oversees, manages, coordinates, and handles municipal elections in the City and all parts of this process, which involves hands-on work as well as supervision of employees who work during elections and includes hours outside of the usual office schedule. As part of this, supervises and conducts regular and special elections and referendums and assists as necessary the Municipal Election Commission and Party Executive Committees with elections, including selection, assignment, and preparation of polling places/precincts, training, managers, and vote tabulation.
• Oversees, manages, and coordinates the City’s public records request system, to include receipt, recordation, and preservation of requests, responses to the same, and compilation of lists for inclusion in the City’s minutes as required.
• Serves as custodian of the City’s official seal and as custodian of the City’s official municipal records as well as performs work necessary in the maintenance of official City documents and records.
• Certifies authenticity of ordinances and other official documents and performs certification and recording for the City as required on legal documents and other records requiring such certification; seals and attests by signature to ordinances, resolutions, orders, contracts, easements, deeds, bonds, or other documents requiring certification.
• Oversees, manages, and coordinates the billing and collection of business (privilege tax) licenses and related accounts receivables and coordinates this work with other City Departments.
• Accepts voter registrations and transmits them to the Harrison County Circuit Clerk.
• Oversees, manages, and maintains a complete listing of all City properties and assets.
• Oversees, manages, and maintains a complete listing of property insurance for City properties and assets and the schedule of the same, to include renewal and cancelation dates, and assists the Administration and Legal Department in the procurement of such insurance for the City.
• Maintains updated lists of boards and commissions for the City and monitors appointments, re-appointments, and ends of appointees’ terms.
• Serves on the City’s Water Grievance Hearing Committee.
• Attests the Mayor’s signature on official documents, including plats, deeds, minutes, bond documents, etc.
• Prepares needed reports for city council and county, state, and federal agencies.
• Advertises public notices as required by law or authorized by the governing authority.
• Compiles, maintains, manages, and monitors a comprehensive list of contracts and leases involving the City and their effective dates and a timely system to notify the Administration and the Legal Department regarding important deadlines relating to the same.
• Serves as a notary public and administers oaths and affirmations and takes affidavits.
• Receives and processes subpoenas, civil suits, and liability claims served on the City to the City Attorney.
• Acts as City official authorized to make changes to bank accounts signature cards as directed by the Mayor.
• Develops, implements, and maintains goals, objectives, priorities, policies, procedures, and work plans for the Office and ensures that established goals and priorities are achieved.
• Works directly with City personnel in the development and interpretation of City and Office policies and confers with the Legal Department and appropriate City officials regarding management and personnel issues.
• Oversees, manages, and handles tax exemption requests in accordance with state law and coordinates such work with the Legal Department and Administration.
• Oversees, manages, and monitors the maintenance of and services to City properties (buildings and facilities), including maintenance agreements, pest control, janitorial services, fire alarms/sprinklers, and HVAC systems.

The Lifeguard conducts activities of insuring the safe operation of a
municipal swimming facility.
The Lifeguard will maintain a constant vigil of swimmers, act to save lives,
initiate water safety habits among swimmers, and assist with the swimming pool's operation and maintenance. As a swim instructor, this person teaches assigned classes in swimming and water safety.

Essential Job Functions
Essential duties and functions under the Americans with Disabilities Act, May include the following (Other related duties may be assigned):

 Supervise patrons and enforce pool regulations, ensure patron safety,
collect fees and conduct aquatic programs.
 Assist in the maintenance of the pool, dressing rooms, deck area, and
checkroom.
 Take hourly samples of pool water and keep an accurate record of the same.
 Check and ensure all safety equipment is in working order and in the proper
place.
 Maintains cleanliness of the pool and surrounding areas.
 Knowledge of basic pool operation, pool maintenance, and lifeguarding skills.
 Ability to work with the public.

Education and Experience

High School graduate. Completion of Red Cross Lifeguard Program.
Completion of Red Cross C-Pro and First Aid Program.

Required Licenses or Certificates

Current American Red Cross CPR Certification.

Under the direction of the Camp Director, and Summer Camp Program Coordinator,
the Summer Camp Counselor supervises a group of assigned children using good management
techniques. The primary responsibility for a Camp Counselor is to provide a safe
environment for children and encourage good health and safety practices, but to also provide
children with a variety of enriching experiences.

• Attends all required meetings, training, and in-services brought forth by the Camp Director
or Assistant Camp Director.
• Assumes responsibility for and supervision of campers each day.
• Implements and participates in activities and programs designed for the day camp. Provides
appropriate supervision and instruction to each camper in all programs and activities.
• Maintains positive interpersonal relations among everyone involved in the camp program
including children, parents, camp supervisor and other staff members.
• Oversees the enforcement of camp rules at all times. Implements behavior management
strategies according to established guidelines.
• Maintains the cleanliness of all areas of camp utilized by camp staff and campers including
mopping, sweeping & sanitizing restroom facilities.
• Performs all other duties as assigned.

Must posses required knowledge, skills, abilities and experience and be able to explain and
demonstrate, with or without reasonable accommodations, that the essential functions of the job can
be performed.

• Must be able to demonstrate knowledge of American Red Cross adult, child and infant CPR; and
standard first aid.
• Must have a comprehensive knowledge of child development; and group management techniques.

High School Diploma or equivalent. A minimum of one (1) year professional experience in childcare

The Purchasing Manager directs and coordinates personnel engaged in purchasing and distributing materials, equipment, and supplies in the city’s central purchasing operation.

Essential Job Functions
Duties and functions may include the following:

• Manages the purchasing division's day-to-day operations and provides advice on the interpretation of the purchasing policies and procedures to resolve business issues and questions.
• Prepares procedures regarding purchasing systems, travel procedures, credit card procedures, and fuel card system and procedures.
• Writes and implements procurement and contract management strategy.
• Writes, reviews, and updates purchasing policies and provides policy training to City department/division staff.
• Confers with department officials to determine purchasing needs and specifications.
• Responsible for procurement supplies, materials, and equipment at prices most favorable to the city. Maintains frequent contact with vendors, city officials, and other city employees relative to purchasing needs and problems.
• Plans, assigns, directs, and evaluates the work of purchasing personnel.
• Communicates effectively with City department/division staff and vendors to ensure contracted services comply with contract requirements and evaluate contracts continuingly to ensure financial and functional requirements are met.
• Exercises independent judgment and is responsible for professional purchasing decisions with the central Purchasing Department's authority.
• Develops a system to evaluate vendor quotations that utilize appropriate negotiation and purchasing techniques to ensure quality, price, delivery, and service.
• Designs, implements, manages, and monitors procurement reporting systems to meet company requirements.
• Analyzes market and delivery conditions to determine present and future material availability.
• Negotiates or supervises complex requests for equipment, supplies, and services from suppliers and subcontractors.
• Reviews purchase order claims and contracts for conformance to company policy.
• Prepares and reviews contracts, bids, proposals, and vendor agreements for legal correctness, price, and acceptability of items to specifications.
• Recruits and maintains suppliers that provide high-quality products and services at a better price while maintaining the highest code of ethics and conduct.

Under the close direction and successful graduate from the State of Mississippi Fire Academy, the incumbent will be involved in the prevention, control, and extinguishing of fires in order to protect life and property, rescuing persons from danger, in answering emergency calls, and in operation and maintenance of fire department equipment, apparatus and quarters.
