The Town of Gifton is an equal opportunity employer and is seeking a dedicated professional to serve in the position of Utilities Supervisor under the supervision of the Town Manager. This position functions as the town’s ORC and keeps all certifications current. Oversees the operation, maintenance, and regulatory compliance of wastewater and water infrastructure, wastewater collection system and water distribution system. Oversees the construction, maintenance, and operation of storm water lines. Works hands on in the field and assists personnel with projects. General knowledge of principles of utility construction and operations along with applicable local, state, and federal regulations. Skill in use of computer, supervision, and oral/written communication.

Minimum Qualifications: High school degree or above with five years’ experience as utilities supervisor or crew chief. Valid driver’s license and hold a B license within 6 months of hire, possession of C well certification, possession of sewer collection grade II, have obtained B-distribution certification within one year of hire. ANNOUNCEMENT

A Town Official met with Duke Energy representative at 9:00 A.M. this morning. Due to the anticipated heavy rains, Duke Energy have begun installing the flood gates at the Duke Energy Grifton Substation today. The walls are placed in the ground approximately 6 to 8 feet tall. The walls surround the substation and a pump located inside the fence to pump out water. Cameras have been installed both inside and outside the fence to help monitor the amount of rainfall at the substation. This should minimize electrical outages due to the rain event.

What is this new payment portal - Citizen Portal?
Citizen Portal is an online payment portal that we have partnered with Paya, a Nuvei company, for our utility bill payments. You access your account from this website, https:// grifton.payacp.com/home

Simply visit www.paya.com to learn more about our new vendor!

If I had an account with an old service, do I have to create a new account in Citizen Portal?
Yes, the accounts do not carry over, so you will need to go through the quick and easy process of creating a new account in Citizen Portal. To do so, please visit: https:// grifton.payacp.com/home

Does it cost anything to sign up for online bill payment?
It's free to sign up for online bill payment, enroll in Auto Pay, Text N Pay or e-billing.

If I was previously enrolled in Auto Pay, do I need to re-enroll in the new portal?
Yes, the auto pay does not carry over, so you will need to enroll in Auto Pay once you create a new account in Citizen Portal (see above). Or, you can call the Paya Portal Support Center at (855)205-1020 and they can assist you.

Are there fees associated with making a payment through the Portal?
Yes, there are processing fees that will be assessed, which are lower than our previous payment portal. Those fees are: 3.5% for credit card transactions and a flat fee of $1.95 for ACH transactions. These fees also apply to any auto-payments that are made. Please note: there is no additional fee assessed if you call the Paya Support Center.

What payment methods can I use?
You can pay your utility bills with a credit or debit card, or through a checking or savings account. We also offer Auto-Pay and Text & Pay programs that allow you to use your preferred method of payment.

What information is available in the Portal?
Account balance, bills and payments are available as well as the ability to enroll in Auto-Pay, e-Billing, and Text & Pay. Portal users can also see current billing address, phone number, and email address that are on file with us.

Do I need to pay my bills from my computer?
Not at all. You can pay your bill from anywhere in the world! All you need is access to the Internet through a Web browser. You then log in to your account using your e-mail address and password. No need to worry about late payments if you’re out of town when your bill is due. AND – if you enroll in Text N Pay, you can make a payment right through your cell phone!

How do I know the payment went through?
After you complete the transaction, you will receive a Payment Confirmation on the next screen as well as a receipt emailed or texted, your preference.

What payment options do I have?
We work to ensure you have a variety of payment options available at home or on the go. You can pay Online with any browser from a laptop, PC or Phone, take advantage of our Auto-Pay option or Text n Pay, or contact our Live Call Center where an agent will assist you over the phone. Live agent support is available 8am-5pm Central, Monday through Friday.

Is my information safe?

Job Posting: Town Manager

Town Manager - Grifton, Pop. 2,439. Approx. 15 miles south of Greenville, N.C., East Carolina University, located on the beautiful Contentnea Creek and the home of the Shad Festival. Currently seeking an experienced professional manager whose duties would include but not be limited to the exercise of leadership and supervision of (15) full time Town employees, communication, and implementation of all policies of the Board of Commissioners as to the operations of the Town and development/supervision of a $2.8 million budget.

Qualifications-The ideal candidate should possess experience in finance, personnel, public relations, water & wastewater utilities and have excellent written and oral communication skills. A minimum of a bachelor’s degree in public administration or related field (master’s degree preferred) and a minimum of 4 to 5 years of local government experience or equivalent experience.

Special Requirements – Applicants will be required to do a Pre-Employment Drug Screening, Criminal History and Driving Record check after interview process. The selected candidate must reside in Town limits within (12) twelve months of appointment.

Mr. Oryan Lowry, who has served as the Town Manager of Grifton since June 2023, has accepted the position of Hertford County Manager beginning in August. Grifton's previous Interim Town Manager, Mr. Mark Warren, will serve in that position while town officials conduct a hiring search for Mr. Lowry's replacement. "We thank Mr. Lowry for his service and wish him well. We are fortunate to have Mr. Warren step in because he has a great deal of professional knowledge and in-depth experience with our town," commented Grifton Mayor Billy Ray Jackson.

This position reports directly to the Town Manager and works closely with the Town Clerk. Duties: This position is the main interface with incoming customers that either walk-in or call in. The selected individual will be trained by existing staff in how to directly handle the most common customer requests. This position will be required to become certified to notarized documents as a Notary within 6 months of employment. This position will process payroll, accounts payable, and tax collections. The Assistant Town Clerk will fill in for the Town Clerk in their absence. This person will also be responsible for a variety of office support tasks to help the front office to run smoothly. Minimum Qualifications: Associates Degree from an accredited community college in a related field and 3-5 years’ experience in an office environment. NC Driver’s License is required.
