Over the last two days, the Greenwich Police Department has responded to two separate swatting incidents at two public schools in town.

A swatting incident occurs when a false report of a serious emergency is made to law enforcement, prompting a large police response to a location.

The Greenwich Police Department is aware of similar swatting incidents that have recently occurred at schools throughout Connecticut.

In both cases, officers responded immediately and worked closely with school officials to ensure the safety of students and staff. Following an investigation, both reports were determined to be unfounded.

At this time, there is no reason to believe these incidents are connected to any credible threat, and there is no known danger to the public.

The Greenwich Police Department takes all threats involving schools seriously and will continue to investigate these incidents.

The Greenwich Police Department is aware of a large-scale power outage affecting multiple areas throughout town, including traffic signals, businesses, and residential neighborhoods.

According to Eversource, the outage is the result of an emergency repair that was required within their electrical system. The Office of Emergency Management has been advised that the power restoration is expected to take approximately two hours as crews complete repairs and reroute power.

Residents are advised to use caution while traveling, as traffic lights may be non-functional. Please treat any intersection with a dark or malfunctioning traffic signal as a four-way stop.

At this time, 911 remains fully operational, and residents can continue to call for emergency assistance. Police, fire, and EMS personnel are actively patrolling and remain available to respond to calls for service.

Eversource is actively working to resolve the issue.

We ask for your patience and cooperation as crews work to restore power. Please continue to monitor official Town of Greenwich and Greenwich Police Department communication channels for updates.

Today, members of the Greenwich Police Department proudly participated in the Special Olympics Connecticut Law Enforcement Torch Run, helping carry the Flame of Hope in support of Special Olympics athletes across our state.

This annual tradition brings law enforcement agencies and communities together to raise awareness and support for individuals with disabilities through the power of sport. We were honored to run alongside fellow officers, supporters, and athletes while representing the Town of Greenwich.

Thank you to everyone who came out to cheer on the runners and support this incredible cause. Together, we continue to champion inclusion, acceptance, and opportunity for all.

Join the Greenwich Police Department tomorrow as we proudly participate in the 2026 Special Olympics Law Enforcement Torch Run in support of Special Olympics Connecticut.

🏃‍♂️ The run will kick off at 7:30 AM from the Greenwich Library and travel along East Putnam Avenue, concluding at the intersection of Laddins Rock Road and East Putnam Avenue at approximately 8:30 AM.

We encourage residents, businesses, and visitors to come out along the route and cheer on the runners as they carry the Flame of Hope in support of Special Olympics athletes across Connecticut.

⚠️ TRAFFIC ADVISORY:Motorists should expect temporary traffic delays along East Putnam Avenue during the event. Please plan accordingly, allow extra travel time, and use caution in the area as runners and support personnel pass through.

Data provided by Blue Line Solutions further demonstrates the impact of the Greenwich School Zone Safety Program.

Analysis shows a 91.1% reduction in extreme speeding violations, defined as vehicles traveling 21 mph or more over the posted speed limit in monitored school zones. Prior to the program, automated traffic monitoring recorded 1,615 extreme speeders. Following the enforcement phase, that number dropped to just 143 violations.

These drivers represent the highest-risk violators on the roadway, posing the greatest danger to students, crossing guards, school staff, and other motorists. The significant reduction in this category highlights the effectiveness of the program’s phased approach of education, warnings, and enforcement in improving safety around Greenwich schools.

The Special Victims Section conducted an investigation that began on September 11, 2025, following a reported incident involving a juvenile victim.

On Thursday, September 11, 2025, at approximately 8:11 a.m., police received a report that a 13-year-old female was grabbed from behind by an unknown adult male while walking to middle school in the area of Lockwood Road and Breezemont Avenue.

Detectives from the Special Victims Section immediately initiated an investigation into the incident.

As a result of investigative efforts, detectives identified Hector Romero Vargas as the suspect and subsequently placed him under arrest in connection with the assault.
At the time of his arrest, Romero Vargas was in possession of a cellular phone, which was seized as evidence.

A second investigation was conducted and Detectives obtained two search warrants to conduct a forensic examination of the device.

The forensic investigation of the phone, conducted pursuant to two authorized search warrants, revealed digital evidence that included multiple files containing sexual abuse material (CSAM), as well as numerous voyeuristic photographs and video recordings. Investigators also recovered screenshots associated with a concealed video recording device that had been placed inside a bathroom stall at an establishment in Greenwich.

Due to the facts of the investigation a second arrest warrant was issued. On 05/14/26 Hector Romero Vargas was arrested for the following charges:

The numbers speak for themselves.

Before the School Zone Safety Program began, nearly 37,000 speeding violations were recorded across participating Greenwich school zones during a five-day study. Through a phased approach of Public Information & Education, Warnings, and Enforcement, violations dropped dramatically to just 2,863 - a 92.2% overall reduction.

The Public Information & Education phase alone reduced violations by 58.5%, before a single warning or citation was issued, demonstrating the impact of community awareness and driver accountability.

This program is about creating safer roadways for our students, families, crossing guards, and school communities.
