Western Pennsylvania families do not get a line-item from Congress. They get a gas bill, an electric bill, and a grocery total -- all of which are higher. So, what raises those numbers? They move when Congress votes to spend more, tax more, or load a new national program onto the people.
Here is Summer Lee’s record on the bills that hit that stack.
⇨ She voted no on the Fiscal Responsibility Act of 2023 — the only Western Pennsylvania House member to do so. That bill put limited restraint on spending, including unused COVID money, and ended the student-loan payment pause. Lee said she was “the face of the student debt crisis” and would not vote to close that tab.
⇨ She is an original cosponsor of the College for All Act of 2025, which would have the federal government and the states wipe out tuition at public colleges. In July 2026 she called for “cancelling student debt and making quality education free.” Just a reminder - cancelled balances and free tuition do not disappear. Taxpayers cover them.
⇨ She voted no on the Lower Energy Costs Act and no on the Protecting American Energy Production Act — the 2025 bill that stops a president from banning hydraulic stimulation without Congress. In this district that means heat, power, and a paycheck.
⇨ She is a cosponsor of Medicare for All, which puts the health system on the federal books. That means working households pay the tab.
⇨ She is the sponsor of the Reparations Now Resolution — H.Res. 414 — which states that the United States has “a moral and legal obligation to provide reparations.” She is also a cosponsor of H.R. 40, the commission bill to develop those proposals.
A new federal obligation is still paid by the same families covering this region’s actual bills -- that's YOU, the taxpayer.
James Hayes is an economist. He understands how this works in reality. He reads a family budget the way a ledger works. His alternative is not another national program. It is lower taxes, less red tape on the energy this region already produces, and more of a paycheck left at home - not added to another line-item tax.
