We are posting to provide additional context and clarification following recent media coverage regarding a notice of ordinance violation issued to Safe Haven Pet Sanctuary.

We understand that in recent weeks Safe Haven Pet Sanctuary allowed unhoused individuals to remain overnight in its facility during this period of cold temperatures. We appreciate the humanitarian response of Safe Haven’s operators and have been in communication with them regarding the population they’ve been serving.

At the same time, the City’s Inspection Division has a responsibility to ensure that any facility providing overnight accommodation complies with applicable zoning, building safety, fire safety, and public health regulations. These requirements exist to protect the safety and well-being of all occupants—particularly during emergency conditions.

The Department received formal complaints regarding activities at the property that raised potential life-safety and public health concerns. In accordance with standard practice, Inspection Division staff are required to investigate credible complaints and apply applicable codes.

It is important to emphasize that the City’s actions are not intended to discourage compassion or community-based efforts to assist people in crisis. The City values and appreciates organizations and individuals who step forward to help those experiencing homelessness, especially during severe weather. The City also employs staff who work every day to find housing and improve the lives of our residents who experience homelessness.

We’ve spoken with a representative of Safe Haven and she indicated that they were able to place the individuals that were sleeping on site in hotel rooms. We will reach out to Safe Haven on Monday as this placement is only temporary and we will need to work together on a long-term solution.

The City recognizes the ongoing challenges related to homelessness, especially during these cold months. The City will continue to work closely with area partners to expand shelter capacity, improve coordination, and strengthen emergency response protocols during extreme weather events.

We are asking for your help to inform us about critical needs in the community so we can prioritize how we use this funding for many programs, services, and infrastructure improvements. 2026 funds will be released from HUD to the City of Green Bay sometime in September of 2026, the majority of these funds will be invested in projects for the 2027 calendar year. Your input in past surveys and public hearings has helped us prioritize the funding areas most important to you and our City such as building more affordable housing, investing in our parks, making our roads safer for pedestrians and bicyclists, and addressing homelessness. The heart and soul of our department is retiring! After 38.5 years with the City and 27.5 years with our Department, Lisa Berglin, our Administrative Operations Supervisor, is celebrating her last day today. While Lisa began her career at the City in our Parks Department, she has made a lasting impression on Community and Economic Development Department. She is our ultimate go-to person. Short-Term Rental Code Changes: Public Hearing Scheduled

The City of Green Bay is considering changes to its short-term rental ordinance, and residents will have an opportunity to make their voices heard at an upcoming public hearing.

When to Participate:
The appropriate time for public comment will be at the Plan Commission meeting on Monday, November 17 at City Hall. This is the meeting where the short-term rental proposal will be on the agenda as an action item with a public hearing.​

While the STR topic will also be on the agenda at the Plan Commission meeting on November 3, this meetings will only feature the communication being referred to staff—the floor will not be open for public comment at this meeting.

Common Council will review Equal Rights Commission's recommendation on Tuesday, November 11, and there may be an opportunity for public comment at that time.

Background on the Proposed Changes:
The Equal Rights Commission recently endorsed recommendations to tighten short-term rental regulations in response to Green Bay's housing crisis. The number of short-term rentals in the city has jumped significantly from 120 in 2022 to over 430 in 2025.​

Key proposed changes include:​
- A 7-day minimum stay requirement (currently no minimum)
- A 180 consecutive day maximum rental period
- Increased permit fees from $500 initial/$250 renewal to $1,000 initial/$500 renewal
- A three-strikes policy for documented violations within 12 months

If approved by Common Council, the changes would take effect in July 2026.
