FBI Cleveland Seeking Victims of Real Estate Investment Scheme

Greg and Danielle Parker Indictment May Lead to Additional Victims

CLEVELAND—FBI Cleveland is seeking victims of a New Jersey couple who were indicted for allegedly running an investment scam that took investors’ money with a promise to receive high returns on the development of real estate properties mostly in the Cleveland area.

The scam operated as a Ponzi scheme, with victims being misled and lied to, and some early investors paid with funds from later investors.

A federal grand jury returned an indictment charging Gregory, 50, and Danielle Parker, 50, of New Jersey, with Conspiracy to Commit Wire Fraud and Wire Fraud.

According to allegations in the 65-page indictment, the married couple carried out the real estate investment scheme between January 2017 to December 2023. Victims were led to believe they were purchasing properties, mostly located in Cleveland and East Cleveland, to be developed into multi-family dwellings that would generate above-market returns from rental income. However, the Parkers instead took the investors’ money and used it to repay earlier investors and fund their own lavish lifestyle.

“While the indictment focuses on the 13 victims already identified, we sense there could be more,” said FBI Cleveland Special Agent in Charge Joshua DelManzo. “We are asking the public to contact the FBI if they or someone they know may have attended any of the Parker’s seminars, invested with them, or purchased property at the advice, direction, or coordination of the Parkers.”

Investigators learned that the Parkers hosted seminars throughout New Jersey, Pennsylvania, and Ohio, including one held at the Cleveland Hyatt Regency in May 2022. Potential victim investors were then identified from among the seminar attendees. People were enticed to attend the seminars after seeing the Parkers’ luxurious lifestyle depicted on a social media platform. Some videos featured Gregory Parker flying in a private jet, driving a Mercedes-Maybach, or vacationing in the Bahamas. They also shared video announcements for upcoming seminars with titles such as “Rolling with the Parkers,” “Greg Parker Presents: Big Bizzneesss Minus the Business Suit!!!” and “Year of the Millionaire Tour.” In one video, the Parkers were observed driving a Lamborghini to promote an upcoming seminar entitled “The Road to Financial Freedom.”

Victim investors were typically charged $2,000 to $5,000 to enroll in the Parkers’ real estate investment and mentorship program. Then, the couple would purportedly obtain a single-family or multi-unit rental property on the victim’s behalf in exchange for an agreed-upon down payment.

Victims received very little information about the properties they believed they had purchased. When they contacted the Parkers to ask questions or complain, the Parkers’ responses were often delayed and consisted of run-around excuses.

Investigators found that some victims never received a property, or they received property without a clear title. Others received a condemned, dilapidated, or otherwise uninhabitable property and were forced to sell, or attempt to sell, the property they did receive at a loss.

FBI Cleveland is leading the investigation and urges anyone who may believe they were a victim, attended the workshops or webinars, or had any dealings with the Parkers, to contact FBI Cleveland by email at [email protected] with “Parker Investor” in the subject line.

If convicted, each defendant’s sentence will be determined by the Court after a review of factors unique to the case, including prior criminal records, if any, roles in the offense, and the characteristics of the violations.

In 2025, the FBI Internet Crime Complaint Center reported $7.6 million in losses due to real estate investment fraud across Ohio and over $275 million nationwide.

FBI San Juan 2026 Teen Academy is Accepting Applications

SAN JUAN, PR—The Special Agent in Charge of the FBI San Juan Field Office, Carlos R. Goris, announced today that the FBI Teen Academy is currently accepting applications for 2026.

“This program is one of my favorites because it gives high school students who may not even consider the FBI as an option for a career in the future the opportunity to look behind the curtain and meet the people that make the FBI, the premier law enforcement agency in the world.” – said Goris. “Some of our Special Agents learned about the FBI at of our many job fairs where they meet FBI personnel. The Teen Academy is much more than that. Students get to process evidence, wear a bomb tech suit, hop on the SWAT BearCat, and talk to FBI personnel about what it’s like to be part of this great organization.”

Students don’t need to be interested in pursuing a Criminal Justice degree to apply or work for the FBI in the future. We welcome students who will be in the 9th, 10th, 11th and 12th grade by the start of the August 2026 school semester to apply for our 2026 Teen Academy. This is a one-week summer program consisting of 4 days of instruction, demonstration, and graduation. This year’s academy will run from July 7th through July 11st, 2026. Sessions begin at 9:00 a.m. and end at 4:00 p.m. each day.

During each session, students are provided with several presentations and practical scenarios on topics such as terrorism, cybercrime, public corruption, polygraph examinations, our Evidence Response Team, SWAT, and the day-to-day operations of an FBI office. Students also learn from special agents, intelligence analysts, language specialists, and professional staff about investigative tactics that include gathering evidence, interviewing witnesses, and case management.

What are the requirements to participate?

Students must be active high school students—that is, enrolled and attending high school during the 2026-2027 school year. Students who just graduated high school and who will begin university studies by August 2026 are not eligible to apply.

Operation Viper Strikes Targets: Multi-Agency Roundup Results in 29 Arrests and Seizure of Seven Fi****ms

The FBI Springfield Field Office, in coordination with federal, state, and local law enforcement partners, announces the results of Operation Viper, a high-intensity fugitive apprehension initiative. The five-day surge resulted in the arrest of 29 individuals, the recovery of seven illegally possessed fi****ms, and the seizure of over $8,264 in narcotics-related currency.

Operation Viper focused on locating and apprehending violent offenders with active warrants. This coordinated strike spanned the eastern side of Central Illinois and focused on the most "high-impact" fugitives in that region.

Operation highlights

The operation’s primary objective was the removal of those who are driving up violent crime rates. Notable results include:

"The success of Operation Viper highlights the seamless integration of federal, state, and local law enforcement,” said FBI Springfield Field Office’s Special Agent in Charge Ryan Presley. “No single agency can combat violent crime alone, but, by pooling resources, immediate threats to the public were eliminated. Maintaining this relentless pressure on violent crime remains a priority to protect the public."

"This operation sent a clear message that illegal activity has no place in our communities," said Decatur Chief of Police Brad Allen. "I'm proud of the work our officers and partner agencies did to take 29 offenders into custody and remove significant quantities of narcotics and weapons from our streets. This is about protecting lives, improving neighborhood safety, and holding those who choose to break the law accountable. Our work continues, and we remain committed to keeping our community safe."

Operation Viper was led by the FBI Springfield Field Office, with significant support from the United States Marshals Service, Decatur Police Department, and Kankakee County Sheriff’s Office.

The honors Lieutenant Yiu Tak "Lou" Tao, FBI Supervisory Police Officer. On the morning of September 11, 2001, Tao was working near the South Tower of the World Trade Center when it was struck. For weeks after the terrorist attack, he was stationed at Ground Zero, exposed to hazardous materials.
