FIVCO Area Development District FIVCO ADD serves Kentucky’s Boyd, Carter, Elliott, Greenup and Lawrence counties

Kentucky's counties are grouped into 15 regions known as Area Development Districts, or ADD's. Although they are public bodies under Kentucky law, the ADD's are not State agencies nor are they another level of government. Instead, the ADD's should be thought of as partnerships of local units of government. Locally-elected officials and citizen members comprise the ADD boards of directors. The ADD

staffs are made up of professionals with a wide range of backgrounds in such areas as economic development, human services, management, and planning. By sharing the expertise found on the ADD staffs, local governments are collectively able to afford the professional staff that many counties and cities could not afford by themselves

FIVCO Area Development District is responding to public inquiries to clarify its limited connection to a recently announced artificial intelligence data center project at northeast Kentucky’s EastPark industrial center.

While the FIVCO Area Development District’s office is located within EastPark, the agency is not a party to the development agreement, has no knowledge of its contents and holds no management or decision-making authority related to the project.

FIVCO Area Development District encourages those seeking information to contact the appropriate project representatives or property owners directly.

We’re pleased to welcome Reese Cameron as an intern with the Community and Economic Development team at the FIVCO Area Development District.

Reese is from Ashland and graduated from Russell High School in 2024. She now attends the University of Louisville where she double majors in political science and business economics.

During this internship, Reese will support regional planning initiatives, assist with community data collection, and engage with local governments across our five-county service area. This work helps strengthen strategic planning efforts, build partnerships, and position our communities for continued growth and opportunity.

We’re excited to have Reese on board and look forward to the contributions she will make throughout the internship.

CEDS helps guide the future of our region by identifying priorities, challenges, and opportunities across Boyd, Carter, Elliott, Greenup, and Lawrence counties. From infrastructure and workforce to housing and economic growth—your input helps shape the direction of our communities.

A public online StoryMap and survey are being made available to provide residents with information on the Greenup Ave. (US 23) Corridor Study in Ashland, KY. This planning study is being conducted to identify and evaluate potential concepts to improve safety, mobility, and capacity along Greenup Ave. (US 23) and adjacent routes, including Wi******er Ave. (US 23X) east of 18th Street.
The survey will be live from April 20, 2026 to May 4, 2026. Input collected from the community will be an important part of the decision-making process.
