Our team at KCEOC Community Action Partnership recently returned from an inspiring time at the 2026 National Community Action Conference in St. Louis, MO!

A massive thank you to the event organizers for putting together such a powerful conference, and to all the amazing fellow attendees and advocates we had the privilege of connecting with throughout the week.

We are absolutely thrilled to celebrate several outstanding members of our team who were recognized on the national stage! Congratulations to Victoria Cassidy and Rebecca Akins on officially earning their Certified Community Action Professional (CCAP) designations, and a huge shoutout to Jennifer Smith and Keith Greene for successfully earning their CCAP recertifications!

We also want to shine a special spotlight on Veronica Owens, who was awarded the National Community Action Personal Achievement Award! This remarkable award honors individuals who have transformed their lives, embody Community Action’s spirit of hope, and are actively working to make America a better place to live. Having achieved economic stability with Community Action's help, Veronica is now dedicating her work to helping others do the same. Our staff and board members at KCEOC Community Action Partnership's KY Career Center had a fantastic time recently attending the 2026 Southeastern Employment & Training Association (SETA) Conference!

This incredible event brought practitioners, leaders, and partners from across the Southeast to Louisville for three days of learning, connection, and innovation in workforce development. Participants explored practical strategies and forward-thinking solutions through inspiring keynotes, expert-led panels, and hands-on workshops designed to make a real impact in our communities.

We want to send a huge thank you to the SETA organizers for putting together such an outstanding experience, and we are deeply grateful for the amazing attendees and workforce professionals we had the opportunity to connect with.

Dear Community,

We are reaching out regarding a serious situation. In 2019, KCEOC assumed oversight of the Knox County Senior Citizens Center to prevent its closure due to funding issues. Despite our ongoing efforts, the center continues to operate at a deficit each month. We have worked tirelessly to secure additional funding for our elder community members, but rising food costs and significant funding cuts have made the shortfall unsustainable. We urgently need your support.

Every day, hundreds of seniors in our community face the harsh realities of food insecurity and isolation. For some, congregate meals are their only lifeline to avoid loneliness and isolation. For many others, leaving home is simply not an option due to mobility challenges or medical conditions. Our Senior Citizens Center is dedicated to ensuring that no senior goes hungry or feels forgotten.

We deliver nutritious meals directly to the homes of these vulnerable seniors, providing not just food, but a sense of connection and care. Every meal we deliver is a reminder to our seniors that their community values them.

But we can’t do it alone. The need continues to grow, and we urgently need your help to continue to reach every senior who depends on us.

* Support regular wellness checks and friendly visits.

KCEOC CAP Inc. is now accepting applications for the new Low Income Home Energy Assistance Program (LIHEAP) Summer Subsidy Component. Applications will be accepted from August 3 through September 11, 2026, or until designated funds are depleted on a first-come, first-served basis. The program is designed to help offset the cost of a household's electric bills. Income eligibility for the program is up to and including 150% of the Federal Poverty Guidelines. Benefits are paid directly to the electric vendor.

Only one person from each household should apply.

If the designated representative (person applying for benefits) is not the head of household or spouse, the representative must have a signed statement giving authorization to apply for the household. Applicants who are unable to apply for themselves or individuals without a designated representative can contact KCEOC LIHEAP staff for assistance or to make other arrangements.

Required Documents:

Applicants must provide the following documentation:

1.Proof of Social Security Number or Permanent Residence card (Green Card) for each member of the household.

2.Proof of all households’ (all members) income from the preceding month.

3.Photo ID (Driver’s License/State Issued Photo ID)

4.Most current electric (utility) bill or statement from your landlord if electricity is included in your rent, or statement from the utility company if you participate in a Pre-Pay.

5.If the electric account is not in the name of the applicant or another adult household member, verification of home energy cost will be required.

*Additional documentation may be requested as needed for program compliance.

KCEOC CAP provides LIHEAP benefits in Knox County, KY.

LIHEAP is available in all Kentucky counties. Clients outside KCEOC’s service area can request additional information about LIHEAP from their local community action agency or from Community Action Kentucky (CAK) at 1-800-456-3452 (TTY available for the hearing impaired).

Anti-Fraud/Misuse Warning: Do NOT give false information or hide information to receive LIHEAP benefits. You may only use LIHEAP benefits for your household. Misuse could result in termination of your LIHEAP benefits, and you could be prosecuted for fraud. Report any information about fraud or misuse of LIHEAP benefits by calling the Fraud Hotline at 1-800-372-2970.

Applicant Rights: Each applicant will be informed of their rights should they be denied assistance. Should the applicant not be satisfied with the local decision, they may further appeal to the Cabinet for Health and Family Services.

We were honored to have the talented Phyllis Stone facilitate the session.

A transplant from Pennsylvania, Ms. Stone brings over 41 years of woodworking experience to our community. It’s a joy to see her share her passion and guide our seniors as they work on their individual projects!

We also want to highlight the incredible work of J. Messer, a local community member and dedicated woodworking hobbyist. Over the past three years, Messer. has crafted many beautiful pieces for friends and family, and his talent is truly inspiring.

Whether you are a seasoned pro or just curious about the craft, come join the fun.

We’re inviting people 60 and older to join us for free congregate meals. We are serving up delicious, nutritious meals for our cherished seniors. Whether you love classic comfort food or healthy, home-cooked favorites, our menu is designed to satisfy every palate.

Join us for great food, friendly faces, and a warm community atmosphere. Stop by 130 Harding Street in Barbourville and enjoy a meal with us!

Knox Co Senior Center is open Monday through Friday from 9 am to 2 pm, with meals served from 11:30 am to 12:00 pm.
